Solicitation Id: OBOEC-01 Assistance is needed to implement two federally required programs- 1. DBE Support Services to provide training, assistance, and services to increase DBE capabilities and facilitate development into firms able to successfully compete for and perform on federally assisted projects; 2. Business Development Program to provide training and technical assistance to increase opportunities for successful participation as primes or subcontractors on federally and non-federally funded projects. WisDOT must follow 49 CFR Part 26 as a condition of receiving federal transportation infrastructure funding. Consultant support aids in WisDOTs continued compliance. Provide expertise to increase the capacity and competitiveness of DBE firms by assisting DBEs in the following areas. Financial Services (FS): manage finances for efficiency and compliance, improve access to capital. Legal Services (LS): review agreements for risk, dispute resolution, clarify responsibility. Compliance Services (CS): HR management involving equal employment opportunity; monitoring of regulatory compliance and drafting reports. Business Engagement Services (BE): strategies for the transportation industry including subcontracting, mentoring, partnering, event coordination support, training.
