The County is soliciting sealed proposals from highly qualified and experienced firms (hereinafter referred to as "Proposer" or "Firm") to provide as-needed right of way services for various locations throughout El Dorado County for the County's Department of Transportation (hereinafter referred to as "Transportation"). Response Types Cost File Type of Award Lump Sum Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% The awarded Proposer will complete services on public works projects involving local, state and/or federal funds. It is anticipated that this Request for Proposals (RFP) will result in the award of up to three (3) firms under three (3) separate agreements, over a three-year period in the aggregate amount of $300,000 each. The County reserves the right to adjust this award based upon the presentation of the most favorable response to this RFP pursuant to the evaluation criteria. There is the possibility of one (1) amendment to add two (2) years per agreement. Work assignments that include the specific needs of each project will be outlined on a task-by-task basis and these tasks will be assigned based upon selection using the mini-RFP process. Following the mini-RFP process, and prior to commencement of the assigned task, a work order or task order will be issued for each assigned task. Proposals should demonstrate the firms (1) complete knowledge of California Department of Transportation (Caltrans) right of way policies and procedures, (2) experience in providing professional right of way support services (experience with California local governments is desirable), and (3) experience with Caltrans Local Assistance policy and procedures for projects with federal and state funding and right of way support. This RFP includes a description of the evaluation and selection process, scope of work, proposal requirements, and insurance requirements. Firms may submit proposals for appraisal, appraisal review, acquisition, and relocation services or firms may submit proposals for any one or a combination of the above listed services (i.e., only appraisal services or only appraisal and acquisition services).
