The Montana Department of Natural Resources and Conservation (DNRC) is requesting statement of qualification (SOQ) proposals from consulting firms interested in providing engineering assistance to the dam safety regulatory program. The Department will evaluate and rank the SOQ proposals according to various related service categories (described herein). The Department will then use the resulting roster of pre-qualified firms for selection of contractors on future projects on an as-needed basis. The pre-qualification process will apply for a two-year period. The closing date of this RFQ initiates the two-year period, meaning that all firms interested in being on the DNRC prequalification roster must provide an SOQ proposal. Firms will remain on the roster for the entire two-year period. Project Related Questions Firms having questions or requiring clarification or interpretation of any section within this RFQ must address these issues in writing to utilizing the eMACS Q & A board listed in this event by 5:00 p.m. MST, March 12, 2025. Questions received after the deadline may not be considered. State's Response The State will provide a written response by 5:00 p.m. MST, March 14, 2025. The State's response will be posted on the eMACS with the RFQ for this project. Any other form of interpretation, correction, or change to this RFQ will not be binding upon the State Over the next two years, the Montana Dam Safety Program anticipates a total budget of roughly $800,00 to $1.5 Million per year for contracted professional services, contingent on FEMA funding, state appropriations and other interagency agreements *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The method of Contractor Selection has not been Determined at this time.
