The Santa Cruz County Sanitation District (District) is seeking qualified consulting firms (Consultants) to provide Geotechnical Engineering Services on an on-call basis for sanitation engineering projects. The response to this solicitation will be in the form of a Statement of Qualifications. The performance period of the contract is two (2) years with the possibility of two one-year extensions for consultants performing satisfactorily. Submit three (3) hard copies and one (1) electronic copy in PDF format on a USB Flash drive of the Consultant's SOQs. Each response shall be submitted in a 1/2" 3-ring binder using uncoated white paper. The maximum number of pages in the 3-ring binder shall not exceed 15 double sided sheets (excluding resumes and fee schedule). All qualified Consultants interested in providing these services are invited to submit their Statement of Qualifications (SOQs). The Consultant's SOQs will be evaluated and ranked according to the criteria provided in Appendix B, "Consultant / SOQ Evaluation," of this Request for Qualifications (RFQ). Projects will be within the limits of the Santa Cruz County Sanitation District boundaries. The structural integrity of the District facilities is essential to the safe conveyance and treatment of wastewater, and may be affected by many factors, including, but not limited to, age, corrosion, and loading conditions. Capital improvement projects are required to safeguard the District's facilities. These projects often require geotechnical engineering services on an "on-call" or "as-needed" basis. The District is seeking consultants that have strong geotechnical engineering consulting skills, with particular emphasis on wastewater utilities and pump stations. The Consultant shall be able to provide geotechnical engineering support services including, but not limited to the following: All work shall be supervised by a Civil Engineer (CE) with experience in geotechnical engineering and who is registered with the California Board of Professional Engineers and Land Surveyors (CBPELS). A licensed CE shall sign and seal each report and shall certify that to the best of the CE's knowledge, information, and belief that all information is true and accurately represents the site conditions. Perform site soils investigations and create preliminary and final project Geotechnical Reports or technical memos, as needed. Adequately provide the technical data to meet the needs of the civil/structural design team for the development of construction drawings and specifications. Possess familiarity and experience with ASTM testing procedures. Provide supervision and certification of the placement and compaction of fill, including all required tests and reports. Provide soils testing for corrosivity, acidity, compression, and percolation. Address soil corrosion, soil soluble chlorides, and soil soluble sulfides. Review existing soils reports from nearby projects. Address any special subgrade treatments required. Address any special issues associated with major utility relocations. Measure/identify groundwater levels and bedrock elevations. Determine allowable soil bearing pressure and lateral resistance. Define the parameters for controlled fill, backfill, subgrade preparations, overexcavation and re-compact, scarifications and re-compact, proof-rolling, dewatering, compaction, utility trenches, etc. Make recommendations for asphalt paving sections, concrete paving sections, concrete slab-on-grade sections, concrete flatwork, trenches, shoring, temporary excavation stability, and mitigating construction vibrations. Specify minimum parameters for rebar, mesh, dowelling, joint spacing, aggregate subbase, concrete strength, cement type, admixtures, footings, etc. Address surface drainage, foundation drainage, waterproofing of structures, retaining walls, waterstops, etc. Evaluate slope/bank stability. Address and specifically analyze the predicted horizontal and vertical movements between structures as it relates to seismic forces and/or differential settlement. Provide recommendations for trenchless utility installations. Possess expertise in geological, seismic, and geotechnical investigations, evaluations, and testing procedures. and expertise Review civil engineering plans for installing new sewer facilities or rehabilitating existing sewer facilities (pipelines, manholes, and structures), and provide geotechnical engineering recommendations as needed for proper design and construction.
