The City of Phoenix is seeking a qualified consultant to provide engineering services for the Storm Drain Assessment Replacement Program. Services include assessment and possible design. The locations are citywide. This project will utilize General Obligation Bond Program (GO Bond) funding. Utilization of Small Business participation is encouraged but is not required. The City of Phoenix has a comprehensive storm drain infrastructure made up of various materials, sizes, and shapes. This system includes pipes, channels, manholes, inlets, outlet structures, detention basins, dry wells, and other specialized components designed to effectively collect and convey stormwater runoff. The structural and operational characteristics of the storm drain system, and its associated facilities are essential for the overall functionality of the distribution and collection system, as well as for public safety. Managing stormwater in the city involves planning development projects, enhancing drainage and stormwater systems, and implementing a Stormwater Asset Management program. This program is vital for identifying necessary improvements to operate and maintain this public asset in compliance with federal, county, and city guidelines. It is expected that each year, one to two miles of outdated metal storm drainpipes will be replaced. This program is part of a citywide 5-year cycle incorporated into the GO Bond program. It includes inspecting, assessing, evaluating, and prioritizing necessary improvements, as well as making recommendations for rehabilitating up to two miles of storm drainpipes and associated structures, such as manholes, inlets, and junction boxes. The scope of essential services will consist of the following major tasks: Conduct a survey and update the information for the storm drain system, including size, slope, depth, and condition assessment reporting. Model stormwater flows to create a capacity model for the stormwater infrastructure. Define the Level of Performance (LOP) goals based on capacity, condition, and budget. Prioritize and schedule maintenance, repair, and replacement of assets based on their criticality and Business Risk Exposure evaluation. Update the City's storm drain Geographic Information System map. Establish the life cycle costs for each asset in the inventory. Develop a long-term funding strategy to achieve the defined LOP goals. Provide additional services as needed. Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager. The Consultant will be required to maintain all project records in electronic format. The City provides an ASP web-based project management database which the Consultant will be required to utilize in the fulfillment of the contract requirements. The Consultant shall provide a computerized networked office platform with broadband internet connectivity. UNIFIER training will be provided through the City of Phoenix to firms under contract.
