Bid Information Purpose of this Solicitation Utah Valley University is requesting bids for the construction of the following project: Replace dance floors in Lockhart Arena rooms152, 153 a, c, and 154 by a licensed general contractor. Contractor must subcontract a certified flooring company and supply UVU with a subcontractors bid list. (see Prerequisites). Bids submitted in any other way will be considered non-response and will not be accepted. Bidders must allow sufficient time to complete the online forms and upload documents. This IFB will close at the closing time posted. If a bidder is in the middle of uploading or submitting a response when the closing time arrives, this system will stop the process and the bid will not be accepted. It is the bidder's responsibility to ensure that they have completed all requirements, pre-requisites, forms, answered all required questions, and submitted their bid prior to the closing time of the IFB. Bid Bond An electronic copy of a bid bond in the amount of 5% of the bid amount, made payable to Utah Valley University on AIA's bid bond form A310-2010, must be uploaded and attached to your bid response. If the bid bond is not furnished with the bid, the bid will be considered non-responsive. Performance and Payment Bonds The awarded contractor, simultaneously with the execution of the Contractor's Agreement, will be required to furnish a performance bond and a payment bond on AIA bond form A312-2010:A full 100% Performance Bond covering the faithful execution of the contract.-A full 100% Payment Bond covering all obligations arising thereunder.-Bonds must be provided prior to the commencement of any work. Failure to provide the required bonds will result in the contract being cancelled. Subcontractors List Per Utah Code 63A-5b-605, the three apparent lowest bidders on the publicly posted bid tabulation shall provide a list of subcontractors to University within 24 hours of the public posting time of the bid tabulation (excluding Saturdays, Sundays, and State of Utah holidays). Restrictions on Communications with University Staff From the issue date of this IFB until a contractor is selected and a contract award is made, bidders are not allowed to communicate about the subject of this IFB with any University administrator, faculty, staff, or members of the Board of Trustees except the Procurement Official assigned to this IFB, other UVU Procurement & Contract Services staff members, individuals authorized by the Procurement Official, and University representatives during pre-bid meetings. If a violation of this provision occurs, the University reserves the right to reject the bidder's submission. Cancellation of Bid This IFB may be canceled at any time as determined to be in the best interest of Utah Valley University.3. Scope of Work/Specifications The scope of work/specifications for this project are attached to this IFB in the Buyer Attachments section. Specifications may include: architectural drawings or renderings, engineer drawings or specifications, or any other documents that describe the work to beperformed.4. Bid Evaluation and Contract Award Bids will be reviewed to confirm that they conform to the requirements of this IFB. Non-responsive bids will be eliminated from consideration. Bid pricing will be evaluated for all responsive bids. Bids will be ranked in order based on total price. The University will award a contract to the bidder whose bid is determined to be the lowest cost and meets all requirements and specifications. The University may choose to award contracts to multiple bidders if it would be in the best interest of the University. All contracts awarded as a result of this IFB will use UVU's Contractor's Agreement (or Design Build Agreement when appropriate),including UVU's General Conditions and Supplemental General Conditions. Bidders are encouraged to fully review these documents(contained in the Buyer Attachments section). Questions about these documents must be asked before the close of the Question Period.
