Question Deadline 08/05/2025 The Bidder Inquiry System will stop receiving new inquiries ten (10) business days before the bid due date in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation if necessary. Place of Performance: The work to be performed under this contract will be performed in the vicinity of the Crooked River Lock, 7983 Lake St, Alanson, MI 49706. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the installation of a new well as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Well Drilling Services Combined Synopsis/SolicitationThe U.S. Army Corps of Engineers (USACE) Detroit District has a requirement for a contract for Well Drilling Services located in Emmet County, MI. (i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is being provided.(ii) The solicitation number is W911XK25RA041. The solicitation is being issued as a Request for Proposal (RFP).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04 dated June 11, 2025, and Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice (DCN) dated January 17, 2025. This action is subject to any changes to the Federal Acquisition Regulation (FAR) and the DFARS prior to establishment of this date.(iv) This procurement is for Full and Open Competition, unrestricted to business size. It is being procured as a Firm-Fixed Price (FFP) contract under FAR Part 12, Acquisition of Commercial Products and Commercial Services and FAR Part 13, Simplified Acquisition Procedures. The associated NAICS code is 221310 Water Supply and Irrigation Systems, small business size standard of $25 million in average annual receipts. The PSC code is N099 Installation of Equipment Miscellaneous.(v) Contract supply by line-item number, item, quantities, and unit of measure are within the pricing schedule contained in the solicitation.(vi) This contract is to provide services for the decommission of the existing well and installation of a new well. The new well shall include pump, pipe, and stubout of well casing for future connection. Electrical service from existing well shall be utilized for the new well. The well shall meet the Private Water System classification per the Environment, Great Lakes, and Energy (EGLE) State of Michigan Water Well Manual. The new well will be placed in close proximity to the existing well. Exact locations will be coordinated between the Government and Contractor after contract award. (vii) Basis of Award: The Government intends to award a FFP contract to the Lowest Priced Offeror that meets the requirements as laid out in this RFP and is determined to be responsible by the Contracting Officer. (viii) Customary commercial practices for warranty requirements are applicable for this acquisition.(ix) The Offeror shall submit an electronic proposal. All quotation information must be in the English language and priced in U.S. dollars. The Government reserves the right to seek clarification on any aspect of the offerors proposal.(x) Proposals for this requirement are due on August 19, 2025, at 2:00 PM (Eastern). Proposals shall be submitted through the PIEE Solicitation Module as identified in the RFP.(xi) To assure timely processing of proposals, Offerors must follow the instructions contained within the solicitation. Offerors are required to meet all solicitation requirements. Failure to include all required information may cause the off er or proposal to be considered non-responsive and not considered further for award. The Bidder Inquiry System will stop receiving new inquiries ten (10) business days before the bid due date in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation if necessary.
