The County of Sacramento, Department of Homeless Services and Housing (DHSH) is seeking responses to this Request for Proposals (RFP) from entities with demonstrated experience in the clean-up and removal of refuse from homeless encampments and shelters within the Sacramento County, with a focus on the unincorporated area of the County. In response to the increase in homeless encampments and debris, the County is seeking a dedicated Contractor to support the deployment and removal of trash and hazardous materials within active and inactive homeless encampments and shelters when necessary. Proposers shall be licensed by the State of California to handle, transport and responsibly dispose of regulated materials (sharps, human waste) and operate consistently with Core Program principles while removing debris within active and inactive encampments, and shelters throughout Sacramento County. Questions concerning this RFP must be submitted in the project Q&A electronic by 3:00 pm on Wednesday, March 12, 2025. The contract term will begin July 1, 2025 through June 30, 2026 with an option for up to two (2) additional renewals through June 30, 2028, totaling 3 years, contingent upon Board approval. DHSH reserves the right to initiate a new RFP at any time during this period, if the Department determines it is necessary. The County reserves the right to withdraw, cancel, suspend, and/or modify this RFP for any reason and at any time with no liability to any prospective Proposer for any costs or expenses incurred in connection with the RFP or otherwise.
