Demolition and site work for a municipal facility in New Castle, Delaware. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

Questions concerning the project should be submitted in writing via email to Susan Smith, Procurement Agent, at susan.smith@newcastlede.gov by 12 Noon, March 19, 2025. GENERAL REQUIREMENTS A. Contractor is to ensure all utilities have been disconnected prior to any demolition work. B. Clear each project site of trash and miscellaneous debris. The Contractor is responsible for the appropriate disposal of all materials from the site. The disposal of materials shall be disposed of in accordance with all local, state and federal regulations and laws. Debris shall not be used as fill, unless otherwise instructed by New Castle County. C. All holes are to be backfilled with clean fill (Borrow Type C). Demolition area is to be rough graded and leveled with 4" of topsoil and seeded with seed mix Number 3. All disturbed grass areas shall be raked, hydro seeded, strawed, and tacked after all work is completed. The Contractor shall avoid interference with road traffic. E. The Contractor shall preserve in operating condition active utilities traversing the Project Site and designated to remain. F. The Contractor shall bear all responsibility for damage attributable to him to the property or to any property upon or passing through the Project Site which has been designated to remain. Contractor shall be held responsible for any damage to adjacent properties. G. The Contractor shall use all means necessary to prevent the spread of dust during the performance of the work. He shall thoroughly moisten all surfaces as required to prevent dust from being a nuisance to neighbors and the public. H. Explosives shall not be used in the performance of the work. I. Burning trash or other items is not permitted. J. The Contractor shall keep the Project Site and public rights-of-way reasonably clear of equipment, materials and debris at all times. K. The Contractor shall notify the Project Manager sufficiently in advance of filling or concealing operations to permit proper inspection. If any work or facilities are concealed without approval of the Project Manager, the Contractor shall be required to uncover for inspection and recover such work or facilities at his own expense when so requested by the Project Manager. L. Upon completion of the work, the Contractor shall leave the Project Site in a clean, neat orderly condition to the approval of the Project Manager. M. Contractor shall schedule and complete final inspection of the demolition permit by calling the New Castle County Office of Inspections at (302) 395-5515. N. Vendor shall have all applicable local, state and federal licenses, and must perform work in accordance with all applicable local, state and federal laws and regulations. All applicable County permits shall be obtained. O. Vendor shall have the ability to use the Delaware Solid Waste Authority landfill. P. Work is to start within twenty-one (21) days of notification to proceed and issuance of a purchase order, UNLESS OTHERWISE SPECIFIED BY THE PROJECT MANAGER and all work at sites shall be completed within seven (7) days of the start date, excluding Sundays. Orange safety fencing shall be erected around excavations and debris piles when work is not in progress (after work, at night, etc.). In the event of an emergency such as a possibility of collapse, vendor must have the ability to perform demolition work upon notice by the project manager. Purchase Orders for emergency work and demolition permits may be issued after notification to proceed.
