Purpose/Invitation to Submit The City of Roeland Park requests the assistance of a consultant to lead a resident engagement process focused on updating our strategic plan which will also synthesize other long range planning documents and efforts completed by the City. The City adopted a long-term strategic plan in 2015, completing 196 advancing initiatives with a total investment of $36 million during the 10-year period following adoption. The City of Roeland Park is a vibrant community of over 6,700 residents in northeast Kansas, located in Johnson County, as a first-tier suburb to Kansas City, Missouri. The City operates under a council-manager form of government and offers basic services to its residents and businesses. Utilities, emergency medical and fire are provided through regional governments or private companies. The Parks and Recreation is a division of Public Works and consists of 3 primary service areas: Parks Maintenance, Aquatics, and Community Center. Recreation programming is provided by Johnson County Parks and Recreation (JCPRD) through a partnership with the City. City staff also organize special events that take place in parks and at the community center such as the annual Egg Hunt, Trunk or Treat, the July 4th Fireworks display and the annual Mayor's Tree Lighting. The Roeland Park Parks System includes a Community Center, an Aquatic Center and 6 parks. Park maintenance is provided through the Public Works department. Located in the parks are 6 park shelters, 3 playgrounds, 2 park restrooms, 2 tennis courts, trails and one multi-use sports field. Park Maintenance is responsible for 20.56 acres of parkland of which over 19.56 is developed and maintained. Roeland Park has adopted a Complete Streets Policy as well as a Bicycle and Pedestrian Infrastructure Strategic Plan to help guide us in expanding bike and pedestrian facilities. We have 24.4 miles of sidewalks, 1.8 miles of Share the Road lanes, 1.1 miles of multi-use trails and .9 miles of on-street bike lanes.
