Site work, paving and renovation of a civil project in Mesa, Arizona. Completed plans call for the renovation of a road / highway; for site work for a road / highway; for paving for a road / highway; water / sewer project; and water / sewer project.

The City of Mesa is seeking a qualified Construction Manager at Risk (CMAR) to provide Pre-Construction Services and complete Construction Services as the CMAR for the Higley Lift Station project. SECTION I - PROJECT DESCRIPTION The City of Mesa (CITY) seeks hired a Construction Manager at Risk (CMAR) to construct a series of new sewer collection systems along Thomas Road, 56th Street, Longbow, and Higley Roads to expand its service collection area in the northeast portion of Mesa. Additionally, a new sewer lift station at the northeast corner of the North Higley Road and East Longbow Parkway intersection, south of the Loop 202 Freeway will be constructed to lift and force main flows near the intersection of Higley Road and McDowell Road. The main construction elements for the selected CMAR of this project consist of the following: o A new lift station with an initial capacity of 600 gallons per minute and sized for a planned buildout capacity of 1,000 gallons per minute. The site will include a back-up generator or secondary feed as required by the AAC along with provisions for odor control. The acquisition of land needed for the new lift station is currently underway. o Construction of approximately 2,900 linear feet of 8-inch sewer force main along North Higley o Construction of approximately 5,800 linear feet of 8-inch PVC gravity sewer main along Thomas and Higley Roads o Construction of approximately 5,400 linear feet of 8-inch PVC gravity sewer main along Thomas Road, 56th Street, and Longbow Road o Investigation of existing casings at 56th Street and Higley Road that cross the Loop 202. o Facilitate sequencing of the work to promote and accommodate the growth and development of surrounding private needs within this service area. o Abandonment of existing sewer gravity lines after an operational lift station is constructed. o Any other miscellaneous services and improvements to support the efforts and needs of these improvements, as needed. Additional responsibilities may include constructability reviews, investigative methods, bypass pumping, dewatering, effective odor control, sanitary sewer overflow prevention, traffic control, and public outreach. Although design is currently ongoing, the estimated construction costs range from $13,000,000 to $18,000,000 and the City anticipates construction completing for these efforts by Summer 2027. The City currently has professional services contracts with Consor, Entellus, and Wilson to design these improvements. The CMAR will work closely with and be an integral part of this project team during the completion of design and construction phases of the project. SECTION II - SCOPE OF WORK It is anticipated that the Construction Manager at Risk shall participate in Pre-Construction Services and Construction Services for this project. A. Pre-Construction Services by the CMAR may include, but not be limited to the following: o Lead project planning and scheduling for both the design and construction phases; o Provide for construction phasing and scheduling; o Provide alternative systems evaluation and constructability studies; o Advise the City of ways to gain efficiencies in project delivery and reduce overall delivery time; o Provide long-lead procurement studies and initiate procurement of long-lead items; o Participate in partnering sessions with the project team; o Participate in regular scheduled project coordination meetings; o Participate in constructability reviews at various levels of design; o Provide value engineering; o Provide detailed cost estimating and knowledge of marketplace conditions; o Develop and maintain the project cost model; o Provide subsurface investigations as requested (e.g. geotechnical, potholing, etc.) o Concur with plans and specifications prior to construction; and o Submit a Guaranteed Maximum Price (GMP) for City review and negotiation. B. Construction Services by the CMAR may include, but not be limited to the following: o Serve as the general contractor during construction; o Coordinate with various utilities; o Arrange for procurement of materials and equipment; o Schedule and manage site operations; o Provide quality control; o Bond and insure the construction; o Comply with all federal, state and local permitting requirements; o Maintain a safe work site for all project participants; and o Provide commissioning and closeout services, if applicable. All interested firms are encouraged to attend the Pre-Submittal Conference since City staff will not be available for meetings or to respond to individual inquiries regarding the project outside of this Pre-Submittal conference. In addition, meeting minutes or any other information will not be posted from the Pre-Submittal Conference. ADDENDUM NO. 1 - Change project number and name From: CP0617LS06 North Higley Lift Station To CP0617LS06 North Higley Lift Station and CP0619NS15 Thomas Road Sewer *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
