The project consists of the following: demolition, excavation, concrete curbs, paving base repair, stone subbase, milling, asphalt paving overlay, asphalt paving, seeding and mulching, etc. Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the Messages/Vendor Discussions feature in online no later than five (5) days prior to the date of receipt of bids or by email or phone call to the Engineer, CES Engineering, LLC at (814) 644-6621, (Lee Zeger); or via email at lzeger@ces-engr.com. A certified check or bank draft payable to the order of The City of Sunbury, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. A Performance and Payment Bond in an amount equal to 100% of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder. Bids may be held by the City for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The City reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. The project is locally funded with the City's Liquid Fuels Funds and subject to all related State regulations. Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
