The general items of work consist of: Janitorial Services to be performed daily, weekly, monthly, quarterly, semi-annually, annually, and any specifically requested janitorial services listed in the Specifications including but not limited to the cleaning and custodial maintenance of all office space, lobbies, corridors, break rooms, stairways, passageways, kitchens, multi-purpose rooms, recreation areas, banquet rooms, and restrooms in facilities maintained by the City. The Agency reserves the right, after opening bids, to reject any or all bids, or to make award to the lowest responsible bidder and reject all other bids; to waive any informality in the bidding; and to accept any bid or portion thereof; and to take all bids under advisement for a period of Ninety (90) calendar days. Bids will be evaluated and the award of contract, if made, will be made in accordance with the proposal evaluation criteria given in the Request for Proposal and as determined solely by the AGENCY. The City reserves the right to reject a bid from any Contractor already maintaining a contract within the City of Yorba Linda, unless it is determined that they have the capacity to effectively maintain the additional area to the satisfaction of the City. The successful Contractor shall be required to furnish a Labor and Materials Bond and a Performance Bond. Each bond shall be in the amount of twenty-five percent (25%) of the total contract amount. The selected firm will be required to enter into the City's Standard Professional Services Agreement (Appendix A) for the project with the City, which may be fully executed by the firm prior to recommendation for the contract to be award to the City Council. Upon approval from the City Council, the contract shall start immediately. The estimated completion date must be defined in the proposal submitted by the selected firm and shall be no later than 180 days from the award of contract.
