The scope of work includes construction of three stormwater detention facilities; storm sewer piping; storm manholes; outlet structures; sanitary sewer piping; sanitary manholes; concrete encasement of sanitary sewer; erosion and sediment controls; gravel access drives; fencing; and all necessary appurtenances and restoration for said construction. Contract No. 24-ST01 is being financed, in part, by a grant obtained from the Redevelopment Authority of Allegheny County (RAAC). Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses. Proposals must be upon the forms furnished by the Township. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Township to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Township reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. Any technical questions regarding the bid documents are to be directed to LSSE All questions regarding the figures, Drawings, and Specifications and the interpretation thereof and the resolving, conflicts, and inconsistencies therein shall be determined by the Engineer and such determination shall be final.
