Renovation of a military facility in Murphy, Idaho. Completed plans call for the renovation of a military facility.
A. The Work of Project is defined by the Contract Documents. B. Project Background: The Reynolds Creek Experimental Watershed (RCEW) Range and Quonset buildings do not currently have reliable or practical permanent HVAC systems. The Range building is used to process scientific data, samples, house visiting scientists/scientific technicians and will be used as a class/meeting room. The Range building was built in 1969 and has a concrete slab with insulated metal siding with two bathrooms/showers, a bunk room, full kitchen, sediment processing room, two-bay workshop, and a 30 x 60 classroom/storage area The Quonset building was built in 1963 and is used for office space, workshop, and maintenance of vehicles/heavy equipment. The Quonset building is a steel structure having a semi cylindrical cross-section. The building exterior includes a covered mesh with a spray polyurethane foam coating. On each end of the building there is metal trim approximately halfway up. The building has one bathroom, four offices, and a workshop. C. Project Description: The lack of permanent reliable HVAC in these buildings results in a workspace that is nearly unoccupiable for six months of the year. To solve this problem, this project will install new HVAC systems in each building, as defined in the Contract Documents. All questions shall be submitted on Attachment V- Request for Information no later than Thursday, 12 June 2025 to theodore.blume@usda.gov The USDA ARS requires that all labor, supervision, tools, and materials be provided to install HVAC system for the Quonset Hut building at USDA-ARS-PWA RCEW 20117 Upper Reynolds Creek Road Murphy ID 83650. The replacement units shall meet all current applicable code and user requirements at Corvallis OR. All work shall be performed in accordance with the terms, conditions, drawings, and specifications contained in this document. This is the only official location where these documents can be obtained and where updates are posted. Potential Offerors are responsible for monitoring this site for release of any amendments. No 'hard copy' solicitation materials are available. No paper copies of the solicitation will be mailed, and telephone requests will not be honored. This requirement is a Total 100% Set-Aside for Small Business. MAGNITUDE OF CONSTRUCTION PROJECT - Between $250,000.00 and $500,000.00 A single organized site visit is completed on Wednesday, 28 May 2025 at 10:00 a.m. Mountain Daylight Time. No Questions will be entertained at the site visit. See below. Please ensure to sign on-site sign-in sheet All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to theodore.blume@usda.gov by 10:00 a.m. Mountain Daylight Time, Thursday, 12 June 2025 via the Attachment VI - RFI form. Bid Bond Guarantees are also required when the proposal is above $150K. Proposals are to receive no later than 10:00 a.m. Mountain Daylight Time, Monday, 30 June 2025 . Proposal must be in writing following Section L guidelines and emailed to: theodore.blume@usda.gov PROPOSAL MUST BE ANNOTATED AS SUCH AND REFERENCE THE SOLICITATION NUMBER. 12905B25R0008. Any amendments to this RFP shall be acknowledged by signature and submitted with your proposal. Late proposals submitted after this deadline may be considered only if it is in the government's best interest and if it will not unduly delay award. Note: Performance and Payment bonds will be required after award should they meet the threshold per FAR 28.102. As a general reference, payment bonds are needed for all proposals above $35K and performance bonds are needed above $150K. Payment and Performance bonds are due ten (10) days after award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
