Energy Performance Contracting Services The City of Dover, New Hampshire (City) seeks qualified firms from interested Energy Services Companies (ESCO)s to conduct a technical Investment Grade Audit (IGA) of municipally owned facilities and to implement a Guaranteed Energy Savings Performance Contract (GESPC). The intent of the GESPC is to allow for the implementation of Energy Conservation Measures (ECM)s through capital and Operation and Maintenance (O&M) improvements. Any state agency or municipality may enter into an energy performance contract for the purpose of undertaking or implementing energy measures including, but not limited to, energy conservation, energy efficiency, strategic electrification, fuel-switching, cogeneration, renewable energy, or energy storage. An energy performance contract may include, but shall not be limited to, options such as joint ventures, shared-savings contracts, positive cash flow financing, energy service contracts, power purchase agreements, or any combination thereof, provided that at the conclusion of the contract the agency will receive title to the energy system being financed, if the agency so desires. Services and capital improvements will be financed through the GESPC which ensure the following: Incurs no capital cost for the City and/or allows the City to supplement the project with an initial capital investment only if desired by the City to expand the project scope. Achieves Guaranteed Energy Savings that go through a Measurement and Verification (M&V) process. Facilities maintain a consistent and reasonable levels of occupant comfort. Facilities maintain a consistent level of building functionality that greater than or equal to that of the functionality prior to the GESPC. Grants, rebates and external financial assistance are thoroughly investigated to limit costs to the City. The City of Dover reserves the right to waive any formality, informality, information and/or errors in the qualifications submitted and the right to reject any or all submittals at its discretion and to accept the submittal which will be in the best interest of the City; or to purchase on the open market if it is considered in the best interest of the City to do so.
