The Owner is the Town of Sandy Creek and the work site is located in the Town of Sandy Creek, Oswego County, New York. The project is located approximately 400 feet north of the intersection of Skinner Road and Hadley Road. The projects limits extend from 140 feet south to 160 feet north of the existing culvert. The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the Plans and described in these Specifications including, but not necessarily limited to the following: Remove and replace the existing Skinner Road culvert and reconstruct approximately 300 feet of approach roadway to tie the structure into the adjacent highway. There is no DBE goal for this project. The SDVOB goal for this project is 6% The MBE and WBE goals for this project are 10% and 15%, respectively. The EEO Employment goals for this project are: 3.8% Minority Employment Goal 6.9% Women Employment Goal The work will be substantially completed 16 calendar weeks from commencement of work and completed and ready for final payment by December 1, 2025. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. The Bidder to whom the Contract is awarded will be required to furnish Performance, Payment and Guarantee Bonds from an acceptable Surety Company for an amount not less than 100% of the accepted bid. The successful Bidder and all subcontractors must have an approved CCA-2 on file with NYSDOT prior to being awarded a contract. If the successful Bidder does not currently have a CCA-2 on file with NYSDOT, the Bidder may find the CCA-2 forms and instruction for completion online at The Town of Sandy Creek reserves the right to consider the bids for forty-five (45) days after receipt before awarding any contract, and to waive any minor informalities in, and to reject, any and all bids. All bids are subject to final review and approval by the Town of Sandy Creek before any award of contract may be made. Receipt of bids by the Town of Sandy Creek shall not be construed as authority to bind the Municipality. The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968, and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). The successful Bidder will be required to pay prevailing wage rates on this Contract. This Project is a "Covered Project" under New York State Labor Law 220-I and the Bidder must hold a valid Certificate of Registration from the New York State Department of Labor to submit a Bid and at all times for the duration of the Work.
