Background Orange County exercises the rights and privileges conveyed to it by the State of Florida, and the Orange County Charter. It presently operates with an elected chief executive officer, Orange County Mayor, and six elected district commissioners, who together comprise the Board of County Commissioners. The Estimated Cost for this project is $3,784,610.00. Question Submission Deadline: March 17, 2025, 5:00pm. in the alternative, a Certified Check, or a Cashier's Check shall be required to accompany each electronic offer in a stated dollar amount of not less than ten (10%) percent of the sum of the total estimated contract amount for the base period. BID BOND A Bid, Payment and Performance Bond are a requirement when the offer/contract amount exceeds $100,000. Respondents shall attach an electronic copy of their bid bond for responsiveness. Submission of the bid bond, along with a certified and effectively dated copy of the power of attorney, shall be completed and signed by all required parties and submitted on the form provided in the solicitation. Submittal of a bid bond less than 10% of the total estimated contract amount for base period, shall result in the bid being deemed non-responsive. ar Scope of Work: This Proposal to Orange County Wastewater Utilities for a PLC Modernization and Controls Retrofit for project 36148 Orange County EWRF in Orlando, FL. Caterpillar Switchgear AES will remove existing 3.S Controllers and replace them with Schneider Electric PLCs and PowerPlex II transducers running on an ethernet communication network. The site's switchgear controls for the four generator sections and the tie will be modernized with new PLC Control and will be updated to the latest Advanced Graphics software. HMI workstation will be added around the corner from the existing switchgear location, to enable remote operation and data viewing from a safe distance from the 12.47kV equipment. This includes a new enclosure, touchscreen processor, monitor, and Factory Talk client software. A new M340 Data PLC will be provided for data interface with the site's SCADA system. The obsolete GE 489 generator protection relays, and GE MIF II tie-breaker protection relay, are quoted to be replaced with five (5) modern SEL 700G's and thirteen (13) 751 multifunction relays respectively. Replacements of GE B30 relays with four (4) 587Z Differential Relays are included. Additionally, two Siemens PAC 4200 Power Meters will be provided (one in each Utility section). A site coordination study is not included in this quotation, as it is assumed the settings will be retained, or supplied by the consulting engineer (Electrical Design Associates. The site currently has two utility control lineups, labeled GTA and GTB, which are 12.47kV Eaton switchboards with Eaton controls. In addition to the modernization of the Cat/ISO switchboard, these two Eaton switchboards will have their controls removed and replaced with Schneider Electric PLCs and PowerPlex II transducers running on an ethernet communication network. The generators are to operate in close transition with the utility (Duke Power). A new Maintenance Mode will be added to the sequence of operations. The existing 24VDC station battery systems will be removed (by others) and replaced with two (2) new 48 VDC battery systems including a rack, spill containment, and charger. Old battery removal and disposal are not included in this quotation. Optional adders included in this proposal are a Factory Witness Test and Spare parts list per site Spec. Onsite work is quoted for twenty-six (26) days onsite, to occur during standard business hours and throughout weekends. Caterpillar Switchgear will submit methods of procedure (MOPs) for review and acceptance prior to commencing onsite work. Formal submittal reviews will be provided and include General (G) and Field (F) drawings, along with device cut sheets. Upon completion of work, a full as-built drawing set and updated operations manual will be provided in electronic PDF format for dealership and site records. Onsite end-user training for up to two (2) eight (8) hour sessions is also included. An extended warranty is also included as an Ring Power will replace the existing EMCP 3.3 panels with EMCP 4.3 units in conjunction with Switchgear system control replacement. Ring Power will perform preventative maintenance on the existing medium-voltage breakers, including Visual and Mechanical inspection, DLRO, IRT, and bottle integrity overpotential testing prior to the Switchgear controls retrofit. Sheets of new components, Automation and Communication drawings, Training Manual, and As-Built Drawings all provided after the completion of on-site work. Due to the volatility of the supply chains budgetary proposals are not available. The proposal is valid for FortyFive (45) days from the date of issuance. Caterpillar Switchgear reserves the right to modify this bill of materials to make use of available products at time of order.
