Renovation of a mixed-use development in Escondido, California. Completed plans call for the renovation of a educational facility.

The ESCONDIDO UNION SCHOOL DISTRICT ("District") will receive sealed bids for the Districtwide HVAC Controls Installation, Bid No. 2025-17 Bids must be submitted on the District's Bid Forms. Each bid must conform and be responsive to the bid documents Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted total price. Each bid shall also be accompanied by the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. The successful bidder will be required to furnish the District with a Performance Bond and a Payment Bond equal to 100% of the successful bid, prior to the execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. The District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid alone for the District. This Project is a Public Works project and is subject to the payment of prevailing wages. The Director of Industrial Relations has determined the general prevailing rate of per diem of wages in the locality which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are available to the public online and at the District Office. The successful bidder and all subcontractor(s) under them shall comply with all applicable Labor Code revisions, which include, but are not limited to the payment of not less than the required prevailing wage rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. Each Bidder submitting a bid must be a Department of Industrial Relations ("DIR") registered contractor pursuant to Labor Code section 1725.5("DIR Registered Contractor"), unless an exception expressly provided in the Labor Code applies. This project is subject to compliance monitoring and enforced by the DIR. A Bidder who is not DIR Registered Contractor when submitting a bid proposal for the work will be initially rejected as the District may not accept any bid proposal that does not satisfy the requirements of Labor Code section 1725.5, and may not enter into any contract for the completion of a public works project with a bidder that is not a DIR Registered Contractor pursuant to Labor Code section 1725.5(e). Pursuant to the Labor Code section 1725.5, all subcontractors identified in the Bidder's Subcontractors List shall also be DIR Registered Contractors. If awarded the contract, at all times during the performance of the work, the Bidder and Subcontractors of any tier shall be DIR Registered Contractors and continue to comply with all DIR requirements. Disabled Veteran Contractors are encouraged to submit bids. This is not subject to Disabled Veteran Business Enterprise requirements. Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classifications: C-7 Low Voltage, or C-10 Electrical, or C20 HVAC. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bid or in the bidding. In accordance with Public Contract Code Section 20111.6, for projects over $1 million, it is the responsibility of prospective bidders and subcontractors to ensure they are properly prequalified with the District in advance of the bid opening. Contractor will utilize all existing roof penetrations to run low voltage Ethernet cables. Project does not include any line voltage (115v or 208v) electrical scope.
