Renovation of an educational facility in Conyers, Georgia. Completed plans call for the renovation of a educational facility.

The scope of the project consists of work (but is not limited to) involving painting,floor coverings, ceilings, cabinetry, lighting, fire alarm system, electrical upgrades, HVAC upgrades, someplumbing, door/hardware replacement, generator, and other misc. exterior upgrades in an existing schoolsystem facility of approximately 72,000+/- SF. This work will be conducted in a facility that will continueto operate and will require phased construction operations, and after-hour, weekend, and school breakwork; coordination is a major requirement. (FAXED, EMAILED, ETC. BIDS WILL NOT BEACCEPTED). Phones, computers, and other electronic devices will not be available for use by Bidders. All interested Bidders must submit an AIA Document A305, Contractor's Qualification Statement, to beevaluated by the Architect and Owner for approval, along with a bid deposit prior to issuing plans andspecifications. Note bid deposit of One Hundred Fifty Dollars ($150.00) to the Architect per set isnonrefundable. Bidders who do not submit a Pre-Qualification Statement will be subject to disqualification.The Pre-Qualification Statement must show the Contractor's experience in completing similar size andscope projects, within the same time limits as established for this project, and demonstrates financialcapability. A minimum of three (3) similar Educational/Public School projects must be documented withappropriate back up data which will be reviewed. References from past clients and projects must beincluded and will be verified. This Pre-Qualification Statement must be submitted and received in duplicateby the office of the Architect no later than 4:00 PM EST on Monday - March 31, 2025. Failure to meet thisdeadline will be grounds for disqualification. The Owner reserves the right to waive any portion ofrequirements for Contractors with previous experience performing work for Rockdale County PublicSchools. Any bidder may be required, at the discretion of the Owner, to furnish evidence satisfactory to the Ownerthat his proposed subcontractors have sufficient means and experience in the types of work called for toassure completion of the contract in a satisfactory manner. Failure to attend the pre-bid conference willresult in disqualification. Any Bidder that is disqualified may respond to the Owner in writing within 20days of the Notice of Disqualification as to why the Bidder feels that the disqualification is unfounded. Thewritten appeal from the disqualified Bidder will not change the decision already made on this project.However, a favorable appeal may open the way for the Bidder in question to bid future Rockdale CountyBoard of Education projects.Contract, if awarded, will be on stipulated lump sum basis. Bids may not be withdrawn for period of sixty(60) days after the receipt of bids. additional doc acq note : Biddingdocuments can be picked up or the bidding documents, including all drawings and project manuals, will beforwarded shipping charges collect from the Architect's office via Federal Express, Standard Air, as soonas possible if the General Contractor elects to have them shipped, or any other means agreed to byArchitect. Bids shall be accompanied by Bid Bond payable to Rockdale County Boardof Education in an amount equal to five percent of the base bid, if the bid is equal to or greater than $50,000.00.Bid Proposal should also include a Bid Affidavit in accordance with O.C.G.A. Section 36-91-21(d), a copy ofsuch form can be found in documents, and an E-Verify document. NO PERSONAL, COMPANY, ORCASHIER CHECKS WILL BE ACCEPTED. The Bond shall be executed by a Surety Company licensed todo business in the State of Georgia, be listed on "Department of Treasury" Circular 570, and have an A.M. BestCompany rating of Minimum Class "A", with financial size of VI or better. Bid Bond shall be accompanied byletter stating the company's current rating. Provide Attorney-In-Fact who executes required bonds on behalf ofsurety and attach certified and current copy of his Power of Attorney. Performance and Payment Bonds, each inan amount equal to 100 percent of the contract sum, will be required of successful Bidder. The Owner'sstandard bond forms for P&P Bonds will be used and the owner will provide an electronic copy to thecontractor awarded the contract. These Bonds shall be executed by a Surety Company licensed to do businessin the State of Georgia, be listed on "Department of Treasury" Circular 570, and have an A.M. Best Companyrating of Minimum Class "A", with financial size of VI or better. These Bonds shall also be accompanied byletter stating the company's current rating. Provide Attorney-In-Fact who executes the required bonds on behalfof surety and attach certified and current copy of his Power of Attorney. Bonds will be verified by the Ownerprior to final execution of contract. This project is being bid and awarded in compliance with O.C.G.A Title 36Chapter 91. Any protest of the bid process must be filed with the Office of the Executive Director of Facilities,1062 North Street, Conyers, Georgia 30012 no later than 72 hours prior to the established bid time. Successful Contractor will be furnished five (5) sets of Contract Documents for execution ofWork. Drawings, specifications, and Addenda are the property of the Architect and all documents shall bereturned. Forfeiture of deposit does not entitle the depositor to keep the documents. Copies of BiddingDocuments are also posted in the Office of Executive Director of Facilities, 1062 North Street, Conyers,Georgia 30012. Permitting of this project, if necessary, will be completed by the time Bids are received by the Owner,and it will be the responsibility of the successful contractor to apply to obtain those permits from thejurisdictional government. Any required easements or rights of way have been acquired. Time is of theessence to the Contract performance. The Owner will be prepared to issue a Notice to Proceed after thePre-Construction meeting to be scheduled after approval of bids by the Board; provided the low Bidder hassubmitted all Bonds, Insurance Forms, and the properly executed Owner/Contractor Agreement. Contractorshall mobilize within five (5) days of that Notice to Proceed. All work must be substantially complete by 7days prior to the 2026-2027 school year start of August 3, 2026 and 100% complete with all punch listwork within 60 days of the Substantial Completion date.The above description is an advertisement for the submission of bids which are to be considered as offersfor performance of work by the submitting party. The Owner reserves the right to accept or reject any or allBids and to waive technicalities. The Contractor shall achieve Substantial Completion of the entire Work not later than 7 days prior to the start of the 2026-2027 school year, currently set for August 3, 2026. Sunstantial Completion is defined as the ability of the facility to operate at 100% of its intended use. Final Completion/Closeout is required no later than 60 days after the established Substantial Completion
