Renovation of a mixed-use development in Saint Louis, Missouri. Completed plans call for the renovation of a 142,700-square-foot, three-story above grade medical facility.

Amendment 002, provides: 1. Responses to s. 2. Revised Technical Evaluation Factors 3. Updated Wage Dertimination Purpose of Project: VA Saint Louis Health Care System, John Cochran Division, requires a Construction Contractor to repair AC-1 and associated ductwork and variable air volume boxes in existing space on the second floor of the main hospital. Work includes, but not limited to, replace the steam humidifier and associated piping directly connected to and housed within AC-1, fix duct leakage, and replace approximately 68 variable air volume boxes. This project has a set of drawings and specifications that have been created by an Architectural-Engineering firm. These drawings and specifications indicate the work to be performed. The Department of Veterans Affairs, NCO 15 intends to award a Firm Fixed Price (FFP) contract for Project 657-23-108JC, FCA - Repair Air Handler AC-1. John Cochran VA Medical Center 915 N Grand Blvd, St. Louis, MO 63106. John Cochran VAMC is in need of HVAC services to provide all supervision, tools, labor, materials, equipment, transportation, incidentals, and testing necessary for the repair or replacement of various HVAC components associated with Repair Air Handler AC-1 . The North American Industry Classification System (NAICS) for this acquisition is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is 19.0 million. This acquisition is a 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB). All Contractors and Joint Ventures be certified in SBA Vetcert, and registered in SAM.gov at the time of proposal due date through the time of award to be eligible for award. See FAR52.204-7(b)(1). Notice: Clause 52.222-37 Employment Reports on Disabled Veterans and Veterans is incorporated by reference in this solicitation. Public Law (P.L. 105-339), Section 1354 provides that no agency may enter into a contract with a contractor who has not filed a VETS-4212 report for the preceding fiscal year under Title 38 Section 4212(d). Proposals submitted by Teaming Arrangements other than VA Joint Ventures will not be considered. Acknowledge VAAR clause 852.219-75 by signing certification blocks of the clause (see page 22 or Appendix 3 - VAAR 852.219-75 VA Limitations on Subcontracting for Clause) and return with proposal to the Contracting Officer. The construction magnitude of the requirement is between 2,000,000 and 5,000,000. Proposals received in response to this solicitation will be evaluated in accordance with Federal Acquisition (FAR) 15.101-2, Lowest Price Technically Acceptable (LPTA) source selection process. Special Note regarding FAR 52.229-3: Federal, State and Local Taxes: Offerors are hereby notified that all state and local sales or use taxes for construction materials be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor's use of any tax exemption directly applicable to the Government under this procurement. A price change request upon award relating to the inclusion of state and local sales or use taxes will not be accepted.
