Site work and outdoor lighting for a playground / park / athletic field in Greenville, Michigan. Completed plans call for site work for a playground / park / athletic field; and for outdoor lighting for a playground / park / athletic field.

The Veteran's Park Lighting Project is located at 307 S Luray Street and includes the following items. The costs for all these items shall be included in the Bid. 1. Coordinate with the City to locate existing irrigation lines and avoid them. Any damage by the Contractor will need to be repaired at no cost to the City. 2. Remove 3 existing lights, poles and bases along the north edge of existing basketball courts. 3. Remove wiring between the lights to the control panel on a Unistrut rack located at the northeast corner of the basketball courts. 4. Provide and install a Willcloud GFX Wireless Lighting System, as specified on the Plans, on the existing Unistrut rack. 5. Provide 4 lights, 4 poles and foundations for the basketball court area to be push button activated for a set time as specified on the Plans. The system shall also be able to be disabled during night hours. 6. Provide 4 lights, 2 poles (2 lights are on shared poles ) and foundations for the skateboard area to be push button activated for a set time as specified on the Plans. The system shall also be able to be disabled during night hours. 7. Provide 2 lights, 2 poles and foundations for the tennis court area to be push button activated for a set time as specified on the Plans. The system shall also be able to be disabled during night hours. 8. Wiring as specified shall be included. The route for wiring is at the discretion of the Contractor. Directional boring will be required to access three of the lights on interior court surfaces. 9. Removal of existing hard surfaces and foundation excavation shall be done in a manner which minimizes the amount of restoration required. 10. The patching of hard surfaces shall be done with concrete, trowelled smooth to match adjacent surface elevations and to as nearly a regular geometric shape as possible. 11. Restoration of trenches and excavations in lawn areas shall be filled and smoothed with City-supplied compost and a seed mixture to nearly match existing grass shall be sown and raked into the surface. The Contractor will not be responsible for watering. 12. Electrical permits shall be the Contractor's responsibility. They are obtained through the Montcalm County Building Department. 13. An adjustment will be considered to allow the 3 existing lights to remain in place, reduce the number of new lights by one fixture and pole and wiring to incorporate the old lights with the new. The adjustment cost will not be a bid consideration or basis for comparison. All work shall be done during the work week, defined as being Monday through Friday between 7 am and 7 pm. Non-Discrimination clause that states that the project must comply with all requirements of the 1976 PA 453 (Elliott-Larsen Civil Rights Act) and 1976 PA 220 (Persons with Disabilities Civil Rights Act), as amended. The CITY will be responsible for staking and layout of the project. The CONTRACTOR shall notify the ENGINEER at least 48 hours prior to needing stakes. This project is subject to liquidated damages in the amount of $500 for each calendar day that the work exceeds the date provided on the BID FORM. The City desires to install the lights as soon as possible, but recognizes that there is often a long lead time for lighting equipment. The Bid Form includes space for BIDDERS to insert a potential schedule from the information they get from their supplier. The completion date will be as given on the BID and will be a consideration of award and become part of the Agreement. All questions from BIDDERS, regarding any part of the Plans or Project Manual, shall be directed in writing to: Doug Hinken, P.E., City Engineer City of Greenville 411 S. Lafayette Street Greenville, MI 48838 If an APPARENT LOW BIDDER is rejected for recommendation to Award the Project, the City will give a written notice stating the reason(s) for the rejection. The Bidder has the right of appeal and shall submit a written statement of appeal within 5 days of the date on the written notice of rejection. The statement shall clearly state the dispute and offer evidence to support their claim that the reasons for rejection are not valid. The appeal will be presented to the Greenville City Council at the meeting where the Bids are to be approved for their final decision. The successful bidder will be required to furnish PAYMENT and PERFORMANCE BONDS in the amount of the CONTRACT prior to 14 days before beginning the Project. The Bonds shall remain in effect until the final acceptance of the project. BONDS shall be supplied through a company that is licensed to do business in the State of Michigan on a form that is consistent with the industry standard of practice.
