Site work, paving and renovation of a mixed-use development in Fineview, New York. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; water / sewer project; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

General Construction Contract Provide all labor, material, and equipment necessary to rehabilitate the existing 1,870 square foot +/- Park Conference Building, provide new courtyard, improvements to existing parking lots and roadways, site utilities, and miscellaneous site improvements as shown in the contract documents for the general contract. Question Deadline 04/02/2025 at 4:00 PM ET Any information or clarification needed should be submitted in the form of an RFI per the instructions to bidders, for resolution of discrepancies and ambiguities. OPRHP will provide a written response to all substantive questions and requests for clarification. The following goals for MWBE participation on General Contract D006297 have been established at: Minority Owned Business Enterprise (MBE) 18% Women Owned Business Enterprise (WBE) 12% SERVICE-DISABLED VETERAN OWNED BUSINESS (SDVOB) GOALS The following goals for SDVOB participation on this project have been established at: Service-Disabled Veteran Owned Business 6% Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amounts noted below: Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office. The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract. Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions). Please see Article 14.10 in the General Conditions for the Schedule of Liquidated Damages per day The completion date for this project is 645 Days after agreement has been approved by the NYS Comptroller's Office. Project Milestones for Contract Completion as follows: 1. Anticipated Notice to Proceed: July 9, 2025. 2. Onsite Construction Activities May Commence: December 15, 2025. 3. Anticipated Contract End: May 15, 2027. Prior to award, OPRHP reserves the right to seek clarifications, request proposal revisions, or to request any information deemed necessary for proper evaluation of proposals from all Bidders deemed to be eligible for Contract award. Failure of a bidder to cooperate with OPRHP's effort to clarify a proposal may result in the proposal being labeled as non-responsive and be given no further consideration. Additionally, OPRHP reserves the right to use information submitted by the Bidder in response to OPRHP's request for clarifying information in the course of evaluation and selection under this IFB. OPRHP reserves the right to suspend, modify, or cancel this procurement at any time during the procurement process. OPRHP also reserves the right to waive or extend the deadlines in this procedure. Engineer's Estimate Range: $1,592,713.00 - $2,154,847.00 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
