SCOPE OF WORK/TECHNICAL REQUIREMENTS Introduction King County is currently undertaking a planning process for its eight-block campus in Seattle's Pioneer Square neighborhood. The "Civic Campus Initiative" builds on a King County Council-directed comprehensive assessment of existing building conditions and future space needs for County functions located downtown. The Civic Campus Initiative planning process is engaging community members, city leaders, designers, and development professionals to create a livable and vibrant urban neighborhood in the heart of downtown Seattle, with housing for people of all incomes, mixed land uses with affordable commercial space, and a variety of open spaces. It also recommends building a new correctional and court facility south of downtown. The planning process will develop a strategic and holistic roadmap for improvements to county facilities, campus investments, public spaces, and civic uses for the next 25 years or more. The plan will outline opportunities and strategies for campus redevelopment and revitalization, with the assumption that the process may unfold over a ten to 20-year timespan. Purpose As part of this effort, King County is seeking a firm ("Contractor" or "Consultant") to advise, support, and represent King County throughout the master planning process. The Consultant will create and/or leverage strong relationships with decision makers, the development community, and advocates with an interest in the Civic Campus Initiative to realize the county's vision. This Consultant will provide strategic advice at all levels of the project, including short-, medium-, and long-term planning and actions, legislative and financing strategies, and engaging decision makers, developers, and other key parties to bring the vision to fruition. Desired Consultant Experience The Consultant will have experience working across varying internal and external decision makers, key partners, and the public to steward complex project delivery. They should have deep knowledge of the local context, including navigation of complex regulatory environments. Goals A. Advance next steps in the planning process by meeting with County, industry, community, and other government partners as needed. B. Define development approach, overall schedule, and organizational model and next actions needed to be successful in the long term. Activities The Consultant shall complete the following activities in furtherance of the above Goals: A. County, Industry, Community and Government Partners Engagement 1. Meet with key partners (industry, community, government) as necessary to align actions needed to advance next steps in the planning process. 2. Meet with County leaders including Council as necessary to deepen endorsement of both the vision and key actions to advance the initiative, setting the stage for multi-year investment. 3. Provide updates on project planning to the stewardship entity that will be tasked with moving this project forward (this entity will be formed in 2025 and comprised of community, industry, and government leaders). 4. Lead or attend briefings with stakeholders across the county on the plan and its benefits and challenges (including but not limited site review, coordination with King County Metro on site alternatives, cost estimating and funding, zoning and regulatory actions) B. Define approach, schedule, model, and actions for long-term success C. Support the County in completing a Civic Campus Initiative report to Council by: 1. Estimating total project costs 2. Identifying potential funding source(s) 3. Estimating project timeline (for overall project and by project phase) 4. Identifying zoning and regulatory changes to consider for project implementation D. Other activities as defined by the County in furtherance of this Scope of Work. Deliverables The Consultant shall provide the following deliverables: A. Defined approach, schedule, model, and actions for long-term success B. An estimate of total project costs C. Identification of potential funding source(s) D. Estimated project timeline (for overall project and by project phase) E. Identification of zoning and regulatory changes to consider for project implementation Acceptance of Work The County requires a formal acceptance process for deliverables. Acceptance process is as follows: A. Upon completion of deliverable, the Contractor shall submit the deliverable and notify the King County Project Manager. B. The County shall then review the deliverable and provide written feedback to the Contractor. The Contractor shall promptly begin efforts to address any issues related to the rejection of a deliverable and shall resubmit the deliverable to the County within 14 days or a mutually agreed upon timeframe. Thereafter, the County shall Accept or reject the resubmitted deliverable in order to render a deliverable acceptable to the County. The County shall have the option of conditionally accepting a deliverable subject to a specified series of changes that must be addressed prior to final acceptance. Such process shall continue until such time as Acceptance occurs. C. The Contractor shall work to resolve any questions or County requested revisions in order to ensure the deliverable is Acceptable to the County. If such revisions require a change to scope of the Contract, the Contractor and County shall engage in the Contract Amendment process. Projected Budget and Compensation The estimated budget for the initial one-year Contract term is $200,000. The amount and availability of funds is dependent on County needs and approval. The County intends to compensate Consultant on the hourly bill rate(s) pursuant to the Contract to be negotiated. Period of Performance The Contractor shall be available to begin work immediately upon execution of the Contract. Place of Performance The Contractor shall be available to complete work on-site at King County office(s) in Seattle, Washington.
