The City of Richmond, Virginia (the "City), on behalf of the Department of Public Utilities ("DPU"), seeks bids from qualified firms to provide general contracting services to construct a new, 1-million-gallon underground storage tank, for the City's combined sewer overflow system (the "Project"). The new tank will capture and store excess flows received at CSO Outfall No. 031 Regulator during wet weather events. Completion within 540 consecutive days from Notice to Proceed. The services required include site work, utility, electrical, instrumentation, control work, concrete installation, and other specialties, as required to complete the Project (the "Work"). The Work to be done under this Contract includes, but is not limited to, the following, along with all appurtenant work for the complete installation of the CSO-031 Storage Tank: A. Installation of erosion and sediment control measures and site security features. B. Adjustment of the existing orifice plate in the CSO-031 regulator structure. C. Installation of new box sewer connection into the CSO-031 regulator structure. 1. Box sewer shall make the connection between the existing regulator structure and the new storage tank. 2. Box sewer includes access points as shown on the drawings D. Relocation of an existing separate storm sewer and installation of two new manholes. E. Installation of a new cast-in-place concrete underground storage tank including tipping buckets, slide gates, and all appurtenances and supporting work. F. Installation of a new electrical service connection to support underground storage tank. G. Installation of instrumentation and control and SCADA equipment as shown in the project documents. H. System startup and training for all new equipment. I. Cleanup and site restoration. J. All other appurtenances and related work required to complete the project as described and shown in the project document. The Project is located within Oakwood Cemetery at 3101 Nine Mile Road, Richmond, VA 23223. The approximate geographic lat/lon coordinates are 37.53862, -77.40003. Request for Interpretations Due: April 1, 2025, 5:00pm Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bidders submit bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. For contracts with a value of less than one hundred thousand dollars ($100,000), the Contractor will not be required to provide a Performance Bond or a Labor and Material Payment Bond as described above unless the Invitation for Bids states that such bonds will be required. If the Invitation for Bids specifies that the Contractor is required to provide a Performance Bond or a Labor and Material Payment Bond, or both, the Contractor shall pay the cost thereof. If the Invitation for Bids does not specify that the Contractor is required to provide a Performance Bond or a Labor and Material Payment Bond, or both, but the City nevertheless requests that the Contractor do so, the Contractor shall provide the requested bonds in accordance with this section 2.4.5 ("Contract Security"), and the Owner shall pay the cost thereof, which shall be added to the contract amount by change order. The City reserves the right to waive any informality in bids. Bids making exceptions to terms and conditions included in this Invitation may be considered, but preference may be given to those who do not make such exceptions.
