The purpose of this Request for Information is to solicit non-binding proposals from developers interested in contracting with Chesterfield County for development of the non-aeronautical economic development area at the Chesterfield County Airport. The County intends to enter into formal negotiations with the offeror whose proposal best aligns with County goals and provides the most advantageous financial benefit. If entities wish to have their proposal considered proprietary/confidential, Attachment A should accompany their proposal. BACKGROUND The Federal Aviation Administration has formally released approximately 21.3 acres (16.645 for development, 4.718 undeveloped for green/open space) of Chesterfield County Airport land at the intersection of Iron Bridge and Whitepine Roads for non-aeronautical development (see attached plat and conceptual rendering) for the purpose of enhancing the long-term economic sustainability of the Airport. The County wishes to enter into a long-term lease arrangement with a partner to develop the area in a manner complimentary to the Airport and other surrounding public amenities (e.g., Daniel Park sports fields complex, Chesterfield County Fairgrounds). DEVELOPMENT SCOPE The County will consider all proposals received, but desires the following elements: o Up to 30-year initial lease term with available 20-year extension (sale of property is not an option). o Uses - hotel, restaurant(s), light retail that compliments transient/visitor uses of Airport, Daniel Park, Fairgrounds, etc. o Replacement of existing Airport monument sign (potential concept renderings available from County). o Improved lighting and entrance streetscape for Airport along Whitepine Road that sets the stage for continued future improvements by the County along Airfield Drive. o Demonstrated compliance with all FAA requirements for height of building, stormwater retention, etc. (it is recommended that offerors engage an Airport consultant to understand requirements). o Integrated pedestrian accessibility plan (developer to address in development area and provide connection/access to future County constructed trail from Airport terminal to development area).
