The CITY OF OXFORD is seeking bids from qualified Landscape Contractors to pickup litter, weed eat, and mow public right-of-way within the municipal limits of the City of Oxford, Mississippi. The specifications are available to view free of charge at online. Bidders are encouraged to download and review documents prior to submission. For questions regarding the drawings or specifications, please contact Mark Levy at (662) 236-1206 or mlevy@oxfordms.net The project will be awarded based on the best-qualified bid and is subject to the approval by the Mayor and Board of Aldermen. The Board of Aldermen reserves the right to reject any and all bids and to waive any and all informalities. This work shall consist of removal and disposal of litter and the mowing and trimming of the municipal rights of way for vegetation control. The Landscape Contractor shall provide all Labor, equipment, and materials to accomplish the removal and disposal of litter and the mowing and trimming for one growing season of the designated areas in accordance with these specifications, plans and as directed by Environmental Services. The Director of Environmental Services will act as the City of Oxford's authorized representative. A mowing cycle shall be removal and disposal of litter and one complete mowing of the areas designated on the BID FORM. The route(s) along which work is to be performed will be designated in the contract and the project limits defined by the right-of-way as identified in the right-of-way BID SHEET. The Landscape Contractor is expected to remove litter, mow, and weed eat all right-of-ways for the streets listed on the BID SHEET. If the right-of-way varies, it is solely the responsibility of the Contractor to work with city officials to determine the area to be maintained. Some right-of-way will be non-movable or may have an established vegetation line. These areas should not be mowed. Mowing widths will vary as necessary to accommodate the good neighbour policy, drainage etc. All drainage areas will be mowed on the third cycle unless indicated otherwise on the contract quantity sheets. Intersections will be mowed for sight distance on each mowing cycle. Exceptions, which are not to be mowed, may be designated by the Director of Environmental Services to accommodate construction projects, wildflower blooms, lack of growth, etc. The acreage for not mowing these areas will be deducted from the totals for payment. Additionally, the Director of Environmental Services may reduce the total number of mowing cycles if growing conditions render a mowing unnecessary. If areas are designated to not be mowed or the number of cycles is reduced, removal and disposal of litter may be performed in those areas as determined by the Director of Environmental Service. The equipment to be used on this contract shall be in good working condition and suitable for safely mowing the rights-of-way of the city streets and for performing the work required under this contract. Any equipment determined by the Director of Environmental Services to be a hazard to drivers or unsuitable for operation on city right-of-way shall not be used in the work. Sufficient equipment and accessory items for efficient operation and completion of the cycle within the specified time period shall be provided. All rotary-type mowers shall be equipped with skirt guards to restrict foreign objects from being thrown out of the cutting unit enclosures. All written (emailed) questions sent to City Staff will be issued to all plan holders as an Addendum. Communicating outside of email may result in disqualification.
