The City of Antioch is soliciting proposals from qualified civil engineering firms to update the Wastewater Collection System Master Plan and prepare a new Sewer Master Plan Study. The selected consultant shall prepare a comprehensive Sewer Master Plan Study that will enable the City to identify system deficiencies and project future system needs over the next twenty years. The scope of the study shall include the following: o Analyze existing and future flows. o Identify current and future capacity deficiencies. o Identify future needs based on the latest land use data and wastewater flow projections. o Recommend Capital Improvement projects to address deficiencies in the collection system and future capacity enhancement needs under the ultimate built-out condition. o Prioritize and schedule the recommended system improvement projects. o Provide cost estimates for the system improvement projects with escalated costs for future years. o Review the current sewer fee schedule and provide recommendations for future fee updates. o Perform flow monitoring on main lines and trunk lines during dry and wet weather conditions. The City expects approximately 20 monitors will be needed on the main and trunk lines. o Review and update the current GIS collection system maps. o Develop a new hydraulic model of the City's collection system. o Review the City's sewer design criteria and provide recommendations for design standard updates.
