PURSUANT TO SECTION 143-129 of the General Statutes of North Carolina, the City of Sanford will receive sealed proposals for the above-named project consisting of the following approximate major items: Full Depth Reclamation Project The project site is along Enterprise Park Drive (a.k.a. Clyde Rhyne Drive) between Womack Road (SR 1464) and Colon Road (SR 1415). The existing roadway is approximately 1.51 miles of asphalt pavement on 'CABC' road base or native material. Objective Rehabilitate the approximately 1.5 miles of roadway and grade shoulder per detail, where present, to drain positively away from the new pavement section. Scope of Work Reclaim the existing roadway structure, approximately 1.51 miles of Enterprise Park Drive between Womack Road and Colon Road using the Full Depth Reclamation' process. Reincorporate the existing roadway structure material in the process, eliminating the hauloff. Lay down 12 inches of Portland cement treated reclaim material and new as needed 'CABC' base material o Intermediate course to consist of new pavement structure consisting of 4-inches of I-19.0 C The Surface course will consist of 2-inches of S-9.5 C asphalt. Thermoplastic pavement markings per NC DOT Specification. The new final roadway structure shall consist of 6-inches thickness of asphalt on 12-inches of Portland cement treated reclaimed/CABAC base material for a total of 18-inches consistently along the approximate 1.5 lane mile roadway. The shoulder grading shall consist of creating a positive slope away from the new pavement structure per the detail. No proposal shall be considered or accepted unless, at the time of its filing, it is accompanied by a deposit equivalent to not less than five percent (5%) of the proposal. The bid deposit may be in the form of cash, cashier's check, certified check, or a bid bond by a North Carolina licensed surety. This deposit shall be retained if the successful bidder fails to execute within ten (10) days after the award or fails to give satisfactory surety as required. Each bidder must be appropriately licensed as a Highway Contractor in the State of North Carolina as required in General Statute Chapter 87. The right is reserved to reject any or all bids, to waive informalities and to award contracts which in the opinion of the city appear to be in its best interests. No bid may be withdrawn for a period of (60) days from the date of opening. We will begin work within 10 days after "Notice to Proceed" and we will complete all work required under this contract within 100 days. Box 3729, Sanford, NC 27331-3729 and to be given consideration must be received at least five days prior to the date fixed for the opening of bids. No interpretation of the meaning of the plans, specifications, or other pre-bid documents will be made to any bidder orally.
