Sealed proposals shall be mailed or hand delivered to the Issuing Department shown above and the envelope shall bear the name and number of this Request for Proposal. It is the sole responsibility of the Firm to ensure that its response reaches the Issuing Department by the designated date and hour indicated above. Submittal of a response is an assurance that you understand the scope of the project and are qualified to execute the required tasks in a timely manner. The objective of this Request for Proposal (RFP) is to solicit interest and credentials from qualified design-build Team, licensed in the State of North Carolina, to provide design consulting, engineering and construction services for implementation to complete and upgrade to the water treatment facilities located near Lumber Bridge and Maxton for the purposes of increasing capacity to meet the County's growing water supply demands. The County is seeking a Design/Build Team with experience in the development and design of rural water systems, to include applying for funding through USDA-Rural Development to provide planning, design and construction administration services for this project. Upon review of the proposals submitted, it is the intent of the County to select a Team to provide the services outlined in this Request for Proposal and enter into a Design-Build contract with the team lead which must be a NC Unlimited License General Contractor with an Unclassified, Public Utility or PU Water & Sewer classification. Responses to this RFP will be used to determine the relative price component and prequalification's of design-build firms to perform the scope of work and tasks specified. The County is seeking a proposing team with demonstrated expertise in design-build project delivery, project approach, experience working with county utilities, utilization of local and minority contractors, similar experience, design, permitting and construction experience that meets the requirements of this RFP. It is anticipated that an agreement for Design-Build Services will be negotiated and executed between Robeson County and the firm who is determined to best meet the needs of the County for this project. It is anticipated that the Design-Build Contract will be awarded in May of 2025. At the completion of the evaluation process, the County may select a respondent to recommend award of the Design-Build Contract. With Board approval of award, the County will begin contract negotiations. The final contract with the County of Robeson will be based on the DBIA Design-Build standard agreement. The Project will be designed and constructed using the design-build delivery method. In a sealed envelope/container provide an ORIGINAL, and six (5) complete copies and one (1) electronic version (CD or USB) of Proposal for services defined herein. All proposals shall be valid for a period of ninety (60) days after opening. Firms shall be prepared to meet with County staff to discuss any portion of their proposal before a decision is made concerning responses associated or incurred in preparing or responding to this request. The original proposal package shall be clearly identified. All submitted responses will be retained as property of the County and will not be returned. The County must award this Proposal to the highest ranked responsible, responsive and qualified Offeror who best meets the terms and conditions of the Proposal. The award will be made on the basis of price, qualifications, approach, product evaluation, and capability. The County reserves the right to reject any or all Proposals and to make an award to the most advantageous vendor.
