PURPOSE AND SCOPE:The West Virginia Department of Administration, General Services Division, is soliciting bids to establish a contract for Campus Fountain Cleaning Services on the State Capitol Complex located at 1900 Kanawha Boulevard East, Charleston, West Virginia 25305. DEFINITIONS: The terms listed below shall have the meanings assigned to them below. Additional definitions can be found in Section 2 of the General Terms and Conditions. 2.1 2.2 2.3 "Contract Item" means clean four (4) on Campus Fountains as more fully described by these specifications. "Pricing Page" means the pages contained in wvOASIS, or attached as Exhibit A, upon which Vendor should list its proposed price for the Contract Items. "Solicitation" means the official notice of an opportunity to supply the State with goods or services that are published by the Purchasing Division. 3. GENERAL REQUIREMENTS: 3.1 Mandatory Contract Item Requirements: Contract Item must meet or exceed the mandatory requirements listed below. 3.1.1 Regular Cleaning of Campus Fountains: 3.1.1.1 3.1.1.2 3.1.1.3 3.1.1.4 The Vendor must clean the four (4) Campus Fountains once a week, or more often if requested by the building supervisors. The Veteran's Memorial Fountain must also be cleaned on the day before Veteran's Day. Cleaning shall be performed utilizing vacuum filtration and agitation, and the debris screened from the fountain. The area must be left clean and free of debris. Any resultant debris must be removed and disposed of properly. All work must be performed early in the morning (between 7:00 a.m. and 9:30 a.m.) to avoid public traffic and must be scheduled in advance with the Agency3.1.2 Maintain Campus Fountains Water Quality 3.1.2.1 Vendor must test water for correct pH and chemically treat to prevent water stagnation and scum build up. Water must be"clean" and safe as defined by the Kanawha County Health Department guidelines for swimming pools. 3.1.2.2 Vendor must provide all equipment (such as pumps and timers) and chemicals for testing and treatment. 3.1.2.3 Vendor must provide a summary report of chemical readings, listed by fountain, upon completion of work or action taken during service. Report must be provided to the Agency before the Vendor departs after each service. 4. CONTRACT AWARD: 4.1 Contract Award: The Contract is intended to provide Agencies with a purchase price for the Contract Services. The Contract shall be awarded to the Vendor that provides the Contract Services meeting the required specifications for the lowest overall total cost as shown on the Pricing Pages (Exhibit A). 4.2 Pricing Page:Vendor should complete the Pricing Page in full as failure to complete the Pricing Page in its entirety may result in Vendor's bid being disqualified. Vendor should type or electronically enter the information into the Pricing Page to prevent errors in the evaluation Question Deadline 03/27/2025 at 12:00 PM ET
