County Commissioners of Harper County Rural Water District #1 (Owner) is requesting Bids for the construction of the following Project: Harper Co. RWD #1 2025 OEDA REAP Isolation Valves. Document note : Paper copies may be purchased upon payment of the following: Complete Set of paper Bid Documents: $50.00 per set, plus applicable sale tax. Bid Documents (paper) will be shipped pre-paid to the requester. Prospective Bidders are urged to register as a , even if Bidding Documents are obtained from a or source other than the designated website in cither electronic or paper format. Only Prospective Bidders who obtain Bid Documents through Parkhill will be registered as a document holder and will therefore automatically receive addenda if/when issued. Payment shall be Company check or cashier's check made payable to Parkhill, or by credit card. No partial sets will be issued. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than Parkhill. The Issuing Parkhill Office for the Bidding Documents is: 3300 OklahomaAve. Suite 1100, Woodward, Oklahoma, 73801, 580.254.3514. Bids received more than 96 hours, excluding Saturdays, Sundays, and holidays, before the time set for opening the Bids, as well as Bids received after the time set for receipt of Bids, WILL NOT be considered, and will be RETURNED UNOPENED. No Bidder may withdraw a Bid within 60 days after the actual date of the opening thereof. A Non-Collusion Affidavit, and a cashier's check, a certified check, or a surety bond in the amount of 5 percent of the gross Bid shall accompany the sealed proposal of each Bidder. Deposits will be returned to the unsuccess fill Bidders and to successful Bidders upon approval of the Contract and submission of a 100 percent Performance Bond, a 100 percent Statutory Bond, and a 100 percent Maintenance Bond. Each Bid submitted is a legal offer and when accepted by the County Commissioners of Harper County/Harper County RWD #1, constitutes a FIRM AND BINDING CONTRACT. The Board of County Commissioners of Harper County Rural Water District #1 reserves the right to reject any or all Bids, waive any irregularities or technicalities without assigning any reason therefore, and to make the awards in the best interest of the Owner. Bids are solicited and a Contract award will be made pursuant to the Public Competitive Bidding Act of 1974 as amended. For all further requirements regarding Bid submittal, qualifications, procedures, and Contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. No Pre-Bid conference will be conducted. Bidder agrees that the Work will be substantially complete and will be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before the dates or within the number of calendar days indicated in the Agreement. Bidder accepts the provisions of the Agreement as to liquidated damages. The Owner reserves the right to accept Bid Forms which nominally vary in appearance from the original paper version of the Bid Form, providing that all required information and submittals are included with the Bid.
