Q&A Deadline 03/21/2025 2:00 PM (PDT) Type of Award Lump Sum TASK 1: PROJECT KICK-OFF MEETING AND INITIAL VISUAL INSPECTION (FOR ALL BRIDGES) Deliverable: Provide a detailed report prioritization criteria report for bridge maintenance analysis Perform visual inspection analysis on all bridges to determine the overall condition, so that a prioritized list of recommended maintenance repairs from the most critical to minor can be developed. Identify which of the following analyses or testing are warranted: Including but not limited to Visual Inspection, Structural Analysis, Material Testing & NonDestructive Testing, Environmental & Corrosion Assessment, Load Testing & Monitoring, and Geotechnical & Foundation Analysis. Prioritization shall be based on several applicable criteria: 1. High priority given to repair of strengthening of structural elements. 2. Medium priority given to repair of scour countermeasures, embankment erosion control and repair, and strengthening of structural elements. 3. Low priority given to minor repairs. TASK 2: BRIDGE ASSESSMENTS (FOR EACH BRIDGE) Deliverable: Provide a detailed report of the inspection, testing, and conditions analysis findings The bridge assessments shall utilize the National Bridge Inspection Standards or Bridge Condition Index to prioritize the recommended repairs base on risk and consequence analysis, cost effectiveness, and repair feasibility. 2.1 REVIEW OF AVAILABLE INFORMATION FROM THE COUNTY AND CALTRANS BRIDGE INSPECTION REPORT Prior to conducting the bridge inspection, the Consultant shall review the Caltrans Bridge Inspection Report (BIR). In addition to the BIR, the Consultant shall examine the bridge's as-built plans, and any other relevant records obtained from the County of Orange. It is the Consultant's responsibility to diligently research and obtain all necessary documents and information from the County of Orange. 2.2 CONDUCT FIELD INSPECTION A. The field inspection of the bridge shall include, but is not limited to, the following: Visual inspection Non-destructive testing Material evaluation Concrete condition assessment Steel structure and corrosion assessment Structural Health Monitoring (SHM) and load testing Verification of previously identified repairs listed in the BIRs Applicability of special criteria, such as the bridge's significance to structural stability B. The inspection shall also identify any site access limitations that may impact preventive maintenance activities. Any maintenance issues observed during the inspection that not documented in the BIRs shall be evaluated and recorded. Additionally, the inspection shall document: Potential construction challenges and restrictions Field conditions, including staging and traffic control requirements C. In addition to the condition analysis, the inspection shall include observations and recommendations on the following for each bridge: Traffic control requirements Right-of-Way impacts and access constraints Potential staging areas Environmentally sensitive areas, impacts, and potential permit requirements Proximity to nearby schools or businesses that may be affected by maintenance activities Clearance limitations Utility conflicts Potential scour issues and recommended countermeasures Other relevant constraints TASK 3: BRIDGE PREVENTATIVE MAINTENANCE PRIORITY, MAINTENANCE SUMMARY, AND COSTS (FOR EACH BRIDGE) Deliverable: Provide a detailed report prioritizing the maintenance repairs with detailed cost estimates. 3.1 PREVENTIVE REPAIR/MAINTENANCE AND PRIORITY SUMMARY Field observations shall be compiled into a repair and preventive maintenance recommendation report, prioritized accordingly. This report shall include: All relevant documentation, condition assessments, photos, and cost estimates and shall be submitted to the City for review and approval. Provide condition assessments and preventive maintenance recommendations in accordance with the Caltrans standard rating system Include field notes linked to as-built plans and photos that clearly document and prioritize the necessary repairs for each bridge. 3.2 ESTIMATE PROJECT COSTS The Consultant shall prepare a detailed construction cost estimate for each recommended repair or preventive maintenance task. For each bridge, the cost estimate shall include a comprehensive breakdown of the following: Labor costs Material costs Equipment costs Temporary traffic control items, including: K-rail Flagging Traffic stripe removal and replacement Construction area signs Temporary railing TASK 4: GRANT / FUNDING OPPORTUNITIES & APPLICATIONS Deliverable: Provide a detailed report identifying all available state and federal funding opportunities and assist City with submitting applications. Funding opportunities for bridges may include: Bridge Investment Program (BIP): The Federal Highway administration (FHWA) offers grant applications for bridges with total eligible project costs over $100 million. California Department of Transportation Highway Bridge Program (HBP) California Senate Bill 1 (SB1) Gas Tax Tax Increment Financing (TIF) Trade Corridor Enhancement Program (TCEP): This program provides about $300 million per year in state funding for projects that improve the movement of goods along corridors with high freight volume. Bridges eligible for funding shall be given immediate priority for application submission. The grant / funding requirements for approval and funding shall be compiled for all bridge repair and preventive maintenance activities. The report shall include: A comprehensive list of repair and preventive maintenance needs for each bridge Recommendations for necessary repairs Proposed grouping of preventive maintenance projects for efficient implementation The Consultant shall: Prepare a cover letter certifying compliance with the grant / funding guidelines, as required Prepare all funding applications and assist City throughout the submission and award process. TASK 5: PRIORITIZE PROJECTS (FOR ALL BRIDGES) Deliverable: Provide compile a detailed report combining all bridge reports prioritizing the repairs, cost estimates and funding opportunities and applications Using the established procedures and criteria, the Consultant shall prepare a spreadsheet report that summarizes all relevant data for each bridge and prioritizes the repair and preventive maintenance needs. The report shall include for each bridge: Relevant bridge data from the BIR Priority level of all maintenance repairs Detailed description each maintenance repair Estimated maintenance cost Maintenance repairs eligible for grant / funding opportunities (such as California Department of Transportation Highway Bridge Program (HBP) or California Department of Transportation Bridge Preventive Maintenance Program (BPMP))
