The project intends to repair a limited number of structural deficiencies associated with the Pasadena East Side Storm Drain Channel. The channel was originally constructed in the early 1900's and has been modified extensively since the original construction. The project intent is to extend the lifespan of the existing channel and improvement of structural deficiencies in the moderate to severe stages of failure as identified in the City of Pasadena Master Drainage Plan established in 2021. Access to the existing channel is limited and the entire length of channel is classified as a permitted confined space. This is the first phase of the structural retrofit to address deficiencies of the existing culvert between Elmira Street/Wright Avenue, and Mentor Avenue/Emerson Street. This project intends to establish repair procedures and strategies that can be used on future projects to repair other structurally deficient parts of the East Side Storm Drain and other storm drains within the City of Pasadena. Question Submission Deadline: April 2, 2025, 2:00pm. Questions must be submitted via the City's eProcurement Portal at online. The proposed work involves the removal of spalled and damaged concrete at the existing channel top slab and walls, for repair and replacement with new concrete. Portions of the roof top slab support overbuilds including both public and private facilities and structures. Reinforcement of the existing top slab with the construction of a new full span concrete slab will also be included as part of the project. 2. Scope of Work (continued) The work to be performed consists of the Contractor furnishing all materials, equipment, tools, labor, and incidentals necessary for the construction of the proposed project, complete in place in accordance with the contract drawings and specifications and subject to the terms and conditions of the Contract. The work to be performed includes, but is not limited to furnishing all materials, equipment, tools, labor, and incidentals as required by the plans, specifications, and contract documents for the East Side Storm Drain Improvements (76540) project. 3. Other Items or Details Not Mentioned Such other items or details not mentioned above that are required by the Standard Specifications, or these General Provisions, shall be performed, placed, constructed, or installed, and the total contract bid price submitted shall include the cost of all such incidentals even though they are not specifically mentioned in the preceding description of work or in the Bidder's Proposal. Electronic Bid bond is required. Bidders must provide all required information for the City to verify the bond with their bid. The bond must meet the following requirements and characteristics: Bid security in the amount of five-percent (5%) of the total bid price in the form of a redeemable or callable electronic surety bond, meeting City requirements, must accompany all bids. LIQUIDATED DAMAGES In accordance with Section 6-9 of the Standard Specifications, for each consecutive calendar day required to complete the work in excess of the time specified herein for its completion, as adjusted in accordance with Section 6-6 of the Standard Specifications, the Contractor shall pay to the City, or have withheld from monies due it, the sum of $2,000 per working day. Time is of the essence in the performance of the work. The CONTRACTOR shall begin work within fifteen (15) calendar days after date of the Notice to Proceed and shall diligently prosecute the work to completion in every detail, within 50 Working Days after the date in the Notice to Proceed with Work, exclusive of maintenance periods if any.
