Site work and renovation of a mixed-use development in Chattanooga, Tennessee. Completed plans call for the renovation of a stadium; and for site work for a playground / park / athletic field.

Hamilton County Schools (HCS) seeks to contract with a professional, experienced, and qualified Tennessee registered General Contractor experienced in the installation of synthetic turf sports fields, track fields, and associated athletic stadium seating to furnish all materials and Labor to complete the construction work as outlined within the HCS provided plans and specifications. These terms and conditions shall be part of the Contract. HCS reserves the right to negotiate other terms and conditions it deems appropriate and necessary under the circumstances to protect the public's trust. Throughout this document the terms Proposer, Contractor, Company, Vendor, Firm or Bidder are used interchangeably and refer to any organization submitting a response to any solicitation. Additionally, the words terms, quote, bid, proposal are used interchangeably and refer to the submission in response to any solicitation. Hamilton County Schools, will be referenced as "HCS". The Hamilton County Board of Education reserves the right to reject any or all bids or any part thereof, to waive technicalities and informalities, and to award a contract to other than the low bidder. The right is reserved to reduce or increase the quantity of any item; and to award contract by item number, or group of items. Price, quality, and suitability will be considered in awarding bids. Samples to be submitted by the bidder upon request. Award will be made to the most responsive, responsible bidder(s) meeting specifications, who presents the product of service that is in the best interest of HCS. HCS reserves the right: (1) to award bids received on the basis of individual items, or groups of items, or on the entire list of items; (2) to reject any or all bids, or any part thereof; (3) to waive any informality in the bids; and (4) to accept the bid that is considered lowest and best. The Vendor shall maintain the following minimum insurance requirements throughout the duration of the Agreement. HCS reserves the right to request additional documentation or additional policies be provided at its sole discretion and where deemed in its best interest. HCS in no way represents that the insurance required is sufficient or adequate to protect the Vendor's interest or liabilities. A bidder may be required, before the award, to show to the complete satisfaction of HCS that it has the necessary facilities, ability, insurance, and financial resources to provide the service or goods specified. The Contract Period is expected to begin May 5, 2025 or soon thereafter. Demo work related to the Stadium Seating may not begin until authorized by the HCS Facilities Director in the field. Final Completion of work related to the Stadium Seating shall be no later than December 31, 2025. Each bid must be accompanied by a Bid Bond in the amount of 5% of the proposed dollar amount (including applicable Alternates) must be submitted with the bid. Failure to provide a valid Bid Bond at the time of bid submission shall deem Contractor Non-Responsive and therefore ineligible for evaluation and award. Vendor shall provide a Performance & Payment Bond meeting the HCS requirements for 100% of the Project Total from a surety company authorized to do business in the state of Tennessee or other form satisfactory to HCS. Fees/costs associated with procuring any bonding shall be at the sole expense of the Vendor and such shall be covered by the Project Total provided by Vendor for the associated Project. Vendor must provide pricing for all locations and associated work as specified herein. Failure to provide a proposal and related pricing that encompasses all location may deem Vendor Non Responsive at the sole discretion of Hamilton County Schools. All work shown for each location must be included in the proposal submitted. All other project documentation including addenda will be posted to the project webpage at the HCS Vendor Registry platform. It shall be the sole responsibility of the Vendor to check Vendor Registry for project related postings for additional information and project status details. This project is currently undergoing plan review as led by the project architect. Any material changes to plans or specifications will be communicated with the project awarded Contractor. Material changes may be addressed by way of contingency use or changed order at the discretion of HCS. All permitting requirements and associated fees are the sole responsibility of the awarded Contractor.
