The City of Binghamton seeks a qualified historic preservation consultant to perform a comprehensive update to the Historic Design Guidelines outlined for use within the city. The primary objective is to update and correct any outdated references, language or procedures regarding the historic regulations outlined by the federal, state and local jurisdictions. The guidelines adopted by the city are outlined in the The Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR Part 68), by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) and by the local Commission on Architecture and Urban Design (CAUD). Through the correction and adoption of the city's historic regulations, the City of Binghamton is supporting the continued efforts to retain and protect the area's historic properties and districts for future generations. The City's goals and objectives for this project are: _ To outline the historic standards and guidelines for use when dealing with properties or districts that have been nominated at a local, state or national level. _ To correct and amend any information that is out of date or incorrect. _ To advance the knowledge and understanding of Binghamton's procedures for historic structures and districts to local property owners and the public. _ To advance the goals of the City of Binghamton Comprehensive Plan. _ To advance the goals of the Susquehanna Heritage Area Management Plan. _ To integrate with updated zoning regulations of city charter, chapter 410. I. Scope of Professional/Consultant Services This process will consist of the following: _ Perform a comprehensive revision of the City of Binghamton's Historic Design Guidelines. _ Update the current Historic Design Guidelines to reflect: o Changes in any procedural guidelines pertinent to historic preservation, o Updates in any URL's or links that may have changed, o Revisions to Binghamton's Historic Districts to reflect the current boundaries, o Provide current information regarding Binghamton's historical context. o Provide recommendations for section inclusion in city charter, chapter 410.
