HIEMA seeks a qualified vendor to modernize four (4) sirens located in Honolulu County. Locations are detailed in the aerial and street view pictures in the Statement of Work. Also, two (2) sirens in Kaua'i county, and one (1) siren on Hawai'i county. The Vendor will be responsible for the following: Sirens to be Repaired: Group 1: OA323 (Mauna Lahilahi), OA325 (Makaha Beach Park), OA326 (Makaha North), OA329 (Kaena Point). Group 2: KA103 (Wainiha), KA111 (Kalihiwai). Group 3: HA104 (Banyan Drive). Group 1 OA323, OA325, OA326, OA329 Group 2 KA103, KA111 Group 3 HA104 Please see Attachments 1-3 for more information. 1. Wood Siren Pole a. The Contractor shall inspect the wooden poles and inform HIEMA of any condition issues that preclude Contractor from completing sirens' repair work. 2. Solar Panel Replacement a. The Contractor shall remove and replace existing solar panels. b. The Contractor shall properly dispose of all old solar panels, hardware, and other discarded materials. c. The Contractor shall install new 110W solar panels. d. The Contractor shall connect both sets of 110w-12V cables to the solar charger. e. The Contractor shall replace solar cables from panel to solar charger. f. The Contractor shall provide the solar cables - #12-AWG, copper-stranded XHHW or XLPE Wire. g. The Contractor shall install new solar panel mounting brackets. h. The Contractor shall place dielectric grease on all solar panel contacts. i. The Contractor shall set the solar panel azimuth is 180 degrees (south). j. The Contractor shall set the solar panel elevation angle in 35 degrees. 3. Other Contractor action: a. The Contractor shall test driver lines and replace any non-operational or corrupt lines. b. The Contractor shall inspect and re-secure as necessary satellite and cell brackets. c. The Contractor shall inspect and replace any damaged PVC conduits, weather heads and LBs. d. The Contractor shall test ground wire resistance (not > 25 ohms). e. The Contractor shall replace wire if resistance is greater than 25 ohms. f. The Contractor shall not penetrate the control cabinets. g. The Contractor shall inspect and replace any weather heads and LBs as needed. If weather heads and/or LBs are replaced, all conduits and penetrations shall be sealed with a generous amount of silicon. Silicon shall be provided by the contractor. 4. Contractor responsibilities: a. The Contractor shall contact Jack Machida (808) 535-3170 (HIEMA Radio Shop) and provide notification of which siren they will be working on. b. The Contractor shall notify Jack Machida (808) 535-3170 (HIEMA Radio Shop) upon substantial (75%) completion of siren repairs and work with HIEMA techs to recalibrate and re-establish communication with the siren. c. The Contractor shall procure and install new batteries (AC Delco or Interstate Battery). d. The Contractor shall provide a 3-week schedule to David Yamada, HIEMA via email at david.m.yamada@hawaii.gov prior to start of work. e. The Contractor shall provide a bucket truck and/or a boom truck, 6ft ladder and other high lift equipment as needed to satisfy the scope of work. f. The Contractor shall permit HIEMA technicians to verify the quality of the Contractor's work and conduct re-inspections of all or part of the work. HIEMA will notify the Contractor if it is determined that any work product needs to be redone. g. The Contractor shall provide all tools, personnel transport vehicles, etc. to mobilize to the job site and satisfy the job scope. h. The Contractor will take all precautions to ensure the safety of all vehicular and pedestrian traffic in the area. i. The Contractor will remove and properly dispose of all trash and discarded materials generated by the project not salvaged or reused. j. The Contractor shall attend final siren inspection and final testing/acceptance. k. The Contractor must possess a valid State of Hawaii Contractor's license classification of C13. Responsible Managing Employee (RME) must sign off on work. l. The Contractor must abide by State of Hawaii Revised Statutes - Chapter 103D. m. The Contractor and all Subcontractors under the Contractor shall pay all workers on all work performed pursuant to this Contract not less than the minimum prevailing wages (basic hourly rate plus fringe benefits), as determined by the Director of Labor and Industrial Relations and published in wage rate schedules. All work shall be paid to the various classes of laborers and mechanics working on the job site. [_104-2(a), (b), Hawaii Revised Statutes (HRS)] n. The Contractor shall submit a certified copy of all payroll sheets to the contracting agency. o. The Contractor shall implement traffic control measures to notify drivers of upcoming construction zones (e.g., "Road Work Ahead," "Detour," etc.) and provide safe pathways and crossings for pedestrians. p. The Contractor shall have a journeyman electrician on site, to ensure: 1. An electrical safety program is ongoing, 2. Ensuring work is performed is of good workmanship. 3. Oversee review of work performed and conduct appropriate tests upon completion of work. 5. State of Hawaii - Hawaii Emergency Management Agency (HIEMA) to provide: a. Required amount of 110W solar panels. b. Required amount of top or side mount solar panel brackets. c. Required amount of driver lines. d. Equipment to be picked up at the State of Hawaii DOD - Hawaii Emergency Management Agency at Diamond Head Crater, with coordination between the contractor and David Yamada. 6. Coordination of Work: a. The Contractor shall refer any technical wiring questions to Jack Machida (HIEMA Radio Shop) at 808-733-4278. b. Should the Contractor have questions regarding this RFQ, please do not hesitate to contact DOD-HIEMA Project Management (David Yamada), at 808-733-4300 x 534. c. HIEMA reserves the right to reject any or all bids, including without limitation the right to reject any or all nonconforming, non-responsive, unbalanced, or conditional bids. HIEMA may choose to re-bid, and to reject the bid of any bidder if HIEMA believes that it would not be in the best interest of the State of Hawaii. HIEMA also reserves the right to waive inconsequential deviations not involving price, time or changes in the work. Question deadline: 4/4/25 at 4:00 PM
