The work is generally described as the installation of large diameter mainline conduit ranging from 36- inch diameter reinforced concrete pipe to 96-inch wide by 60-inch high reinforced concrete box culverts; Separation drains ranging from 12-inch to 21-inch diameter PVC drain pipe and catch basin connection; Constructing the Bunker Hill Outfall which includes work installing a headwall, baffle apron, flap gate and riprap at the Merrimack River; A large cast-in-place junction structure next to West Street CSO Diversion Station; Work within an earthen levee; support crossings over existing north bank sewer interceptor and other large diameter brick sewers; water main relocations to facilitate new drain installation; Sewer relocations, replacement, and rehabilitation to facilitate new drain installation; sewer and drain manholes, catch basins, and pipe connections; Junction structures to intercept and redirect flows to new drainage system; maintenance of sewer and drainage flows; Earthwork; Paving and surface restoration; Private property utility replacement/rehabilitation/stormwater connections; Coordination with MassDOT and their drainage contractor related to VFW Highway crossing; Coordination with Army Corp for Earthen Levee crossing; Coordination with Lowell City Departments; And all miscellaneous work and cleanup as required to complete the work. The Contract Time shall be 910 Calendar Days commencing twenty days following the Effective Date of the Agreement. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Massachusetts Department of Transportation (MassDOT) prequalification of contractors with the class of work as, Sewer and Water, for the project with an estimated value of $58,005,509.30 will be required. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.20 percent D/MBE participation and 4.50 percent D/WBE participation by certified DBEs.
