License Requirements General A License Liquidated Damages $3428.00 The former Cannon and Scollan properties contain a landfill that was active prior to 1961. The fill consists of municipal solid waste and construction and demolition (C&D) debris that is overlain by soil (sand and silty sand) that is 2 to 3 feet thick. At some locations, the soil is commingled with waste materials such as brick, glass, and plastic. The thickness of waste under the soil cover generally ranges from 12 to 16 feet. Native soils beneath the waste consist of well-graded sand and silty sand. The City of Sacramento (the "CITY") currently owns the landfill. Although the disposal activity pre-dates solid waste regulations, the California Regional Water Quality Control Board (RWQCB), CalRecycle, and Sacramento County (acting as the Local Enforcement Agency) have required the CITY to close the landfill in a manner that meets the substantial requirements in the California Code of Regulations (CCR) Title 27, Division 2 Solid Waste. The project to be completed is to construct a landfill cover system and associated storm water drainage infrastructure. The cover system is designed to prevent direct human contact with waste and minimize the infiltration of storm water. The cover system consists of the following layers (from top down): 1.5-foot vegetative layer, liner system, and 2-foot soil foundation layer. Waste will be relocated and compacted to achieve rough grade. Soil for the rough grade, foundation layer, and vegetative layer is stockpiled near the PROJECT area and will be used by the CONTRACTOR. The final grade will be sloped to avoid ponding and to direct storm water to perimeter toe drains and concrete drainage swales. The storm water in these features will be directed to a storm water gravity main that conveys water north of the PROJECT area to an existing retention basin. Final improvements will include hydroseeding the vegetative cover, installing erosion controls, and installing landfill gas (LFG) infrastructure.
