https://thereminder.com/opinion/letter-to-the-editor/renovation-not-consolidation/ By now, most residents should be aware that on Sept. 9, we will be voting on whether to fund a proposed new consolidated middle school. The price tag for this project is currently estimated at about $151.5 million, with an MSBA grant of $53.7 million, meaning the residents of Longmeadow will be responsible for the $97.8 million balance. The impact of tariffs certainly has the potential to inflate these numbers. While there is no debate that the town’s middle schools are in rough shape, there are numerous issues with the current proposal that make it impossible for us to support. First and foremost is the fact that Longmeadow has a long history of smaller, neighborhood schools that enhance our quality of life. This allows more students the opportunity to walk/bike to school and provides families living in the Glenbrook and Wolf Swamp area of town the benefit of a middle school in their neighborhood. With the proposed consolidated middle school, to be located in the Williams Middle School fields, many more students will now be forced to take the bus or have their parents drive them to school. Another issue facing the residents in the Glenbrook/Wolf Swamp neighborhood is the effect this project will have on their property values. While maintaining an exceptional school system certainly helps to maintain or improve property values, when a neighborhood loses a local school, it actually hurts property values in those neighborhoods. Anyone who has had to drop off or pick up their child from the Williams Middle School knows all too well that this is already a very busy part of town. With the high school, Williams Middle School, Blueberry Elementary School, the town’s only supermarket, and most of the town’s businesses, it’s a very busy area. Also, we get a lot of thru traffic heading to East Longmeadow, which makes Williams Street, Bliss Road, and Converse Street very busy roads. Bringing an additional 330 students to the WMS site will only exacerbate the situation and create safety issues for both students and pedestrians. The two traffic studies that have been done for this project highlight the traffic issues the town will be facing if the school is built. The last thing I’ll bring up is the cost. This is the most expensive project that residents have ever been asked to support and will impact all of us for years. The town has a calculator on its website where you can determine the impact on your taxes. The average home in town ($500,000) will most likely see at least a $1,200 increase in their yearly property taxes. And the term of the bond will be 30 years. So, we have to ask ourselves, is the combined middle school in the best interest of the town. Can a comprehensive renovation of the schools be done for less money to maintain our neighborhood schools? Are we making Longmeadow unaffordable for its residents? Renovation not consolidation! ---------------------------------------------------------------------------------------------- Project RFQ - Construction Management at Risk Services for Middle School Project for Longmeadow Public Schools Scope Construction Management at Risk Services (Second Phase- RFP for Prequalified Proposers ONLY) The project specific Minority Business Enterprise (MBE), Women Business Enterprise (WBE) goals required the design to have an 80% construction document estimate completed. Once that estimate is completed, the project specific MBE / WBE goals will be gathered from the Massachusetts Supplier Diversity Office. Until that time, the Offerors are to reference Exhibit H of this RFP to understand the MBE / WBE project requirements. The Minority Workforce and Women Workforce participation goals for this Contract are defined in Exhibit G of this RFP. All questions must be submitted in writing to the Longmeadow School District, by email addressed to: Longmeadow School District c/o Colliers Project Leaders Attn: Adam Dalessio 67 Hunt Street, Suite 119 Agawam, Massachusetts 01001 Email: Adam.Dalessio@collierseng.com The deadline for receipt of written questions is Wednesday, June 18, 2025 by 1:00pm The following project is the subject of this Request for Proposal ("RFP"): Longmeadow Middle School Project, Longmeadow, Massachusetts The project consists of the construction of an new, ground-up Longmeadow Middle School and the scope generally consists of: - The construction of a new 134,975gsf building on the open space of the current Williams Middle School at 410 Williams Street. The new school will serve a design enrollment of 665 students. The existing Williams Middle School will remain in operation until the new school is completed. - The existing site is a 16.6-acre parcel. - Abatement and demolition of the existing single story Williams Middle School - The sitework consists of all new stormwater drainage, new utilities, new parking lots, new vehicular paths, new landscaping, new athletic fields, etc. - This project will be installing a new geothermal system to power the building - The new building will be constructed while the existing facility is in operation on the same site. Pursuant to Chapter 149A of the General Laws, the Longmeadow School District requests proposals for Construction Management at Risk Services for the LongmeadowMiddle School Project, Longnmeadow, MA. Firms, which have already been pre-qualified, may submit proposals to perform the Construction Management at Risk Services required by this Proposal and the attached documents. The Longmeadow School District intends to award a Construction Manager at Risk Contract that substantially conforms to the Construction Management Agreement, and the General Conditions of the Contract attached to this RFP and the requirements of this Request for Proposals. The project is partially funded by the Massachusetts School Building Authority (MSBA) and as such, requires the CM be in compliance with MSBA Funding and Reimbursement Requirements and Regulations throughout the entire project duration, which concludes when the MSBA Board of Directors acknowledges the project as being complete. Qualified firms are hereby requested to prepare a Proposal consisting of two parts: 1. Non-Price Proposal Submission, and 2. Price Proposal Submission.
