Question Deadline 04/01/2025 at 2:00 PM PT Online Q&A Yes The Partnership is seeking specialized expertise to meet the Central Valley Regionwide MS4 NPDES permit requirements. The annual scope of services and budget will be finalized for each fiscal year based on the Partnership project manager's direction. Individual tasks will be performed at the direction of the Partnership's project manager in consultation with Partnership technical experts. The City may also request tasks that are performed solely for the City's Environmental and Regulatory Compliance section, which may consist of city-specific public outreach materials related to the sanitary sewer system and flood awareness. The tasks may include, but are not limited to: 1. Communications Plan Development: Create a communications plan with tools to support SSQP's effort to educate, inform and engage Sacramento County residents throughout the partnering cities. These items will direct campaign resources, communication tactics, and outreach strategies. Communication plans should be informed by available data analytics, local priority water quality pollutants, market survey results, and behavior change research. The communication plan shall include key performance indicators to evaluate effectiveness assessment of campaign tactics. 2. Paid Media Campaigns: Includes targeted paid media buy development and placement within Sacramento County across traditional media, digital ads and any new or emerging platforms that will best reach target audiences. Media buy will include negotiated added value and media partnerships to maximize the campaign budget. This includes development of creative, and revision with the direction of the project manager. 3. Partnership Development: Includes outreach and communications with partners to identify available resources, materials or assets needed, upcoming events and explore interest in potential cross-promotional events. This may include working with local influencers. All efforts will support SSQP's goal to educate, inform and engage Sacramento County residents on the importance of stormwater pollution prevention and keeping local waterways clean. All partners must be pre-approved by the project manager. 4. Creative Development: Develop paid media campaign assets, outreach materials, monthly newsletters, and other assets as needed. 5. Social Media: Includes maintenance of SSQP Facebook and Instagram accounts, with potential for integration of new platforms. Content will be entertaining, educational and include video content to attract new audiences. Facebook and Instagram content will be catered to each platform's audience, leveraging popular content to increase engagement and followers. Using analytic data and social media performance, recommendations will be made monthly in proposed content calendars. To optimize the task budget, the monthly content calendars will be sent to SSQP for review prior to image development for initial creative direction. 6. Website Maintenance: Includes all maintenance of the website beriverfriendly.net, including any requests for updates, improvements to enhance messages and the user experience, and integration with the communication plans and any paid media plans. 7. Reporting: Submit an annual report summarizing performance indicators, campaign impressions, and outreach approaches by fiscal year (July 1 through June 30). 8. Project Management and Coordination: Includes internal planning, monthly client meetings, budget management, and overall contract management. 9. Public Opinion Survey Coordination: Conduct a biannual survey of Sacramento County residents to measure public awareness attitudes toward stormwater pollution, assess potential shifts in awareness and behaviors, and determine effectiveness of outreach.
