The City of Fresno invites interested Design-Build Entities (Proposer) to submit Statements of Qualifications (SOQ) for the North Fulton parking structure at the proposed parcels 46620651T, and 46620650T (Project) according to the requirements set forth in this Request for Qualifications (RFQ). The Owner is seeking SOQs from qualified Design-Build Entities for the opportunity to design and construct a parking structure on two contiguous parcels located along Tuolumne Street in Downtown Fresno. The project objectives include the design and construction of a parking garage of an approximately 30,000 square foot footprint with optimized number of 234-647 stalls, multiple stairways as well as ADA compliant elevator access points, consideration of innovative technology such as parking automation and video surveillance systems, and enrichment of human experience through community inspired design. The new structure will be located on approximately 1.66 acres along Tuolumne Street between the area generally bounded Tuolumne Street, Broadway Street, Congo Alley, Merced Street (Expansion Project) within the following parcels: 46620651T and 46620650T. PARKING STRUCTURE SCOPE OF WORK 6.1 The size of the facility and specific site features/amenities will be determined through the stakeholders and City's preference and shall reflect a functional structure through a design which may include sustainable features. 6.2 All aspects of the design should prioritize accessibility. 6.3 The exact size of the North Fulton Parking Structure will be determined from the feature selection made by the stakeholders, but a multi-level structure with an approximate footprint of 30,000 square feet and 234 to 647 stalls is anticipated. The project is currently being funded to support construction of a 234 stall structure, however, additional funding being pursued to increase capacity to 647 stalls. 6.4 The Design-Buildershall include the following systems in the facility and shall work with the City to define the requirements during the design phase. These systems include, but are not limited to: 6.4.1 Building Management System Metasys (or similar system) for the purpose of integrating and controlling energy efficient lighting 6.4.2 Access control 6.4.3 Optimized number of spaces 6.4.4 Multiple stairways and ADA compliant elevator access points 6.4.5 Consideration of innovative technology 6.4.6 Parking automation and video surveillance systems 6.4.7 Provides natural ventilation. No mechanical ventilation required for this occupancy classification building of an S-2 open parking garage, as determined by the California Building Code (CBC). 6.4.8 Install conduits for future EV Charging Infrastructure 6.4.9 Fiber connectivity between buildings/future buildings 6.4.10 Two-bay, two-way traffic vehicle vertical circulation system with interior speed ramp and one flat bay centered, and two, two-way traffic on the exterior and 90-degree stalls. 6.4.11 Two-lane vehicle ingress from off Merced Street with two-lane egress onto Broadway Street at the opposite corner of the structure. 6.4.12 Regularly shaped building approximately 140' wide (e/w) by 220' long (n/s). 6.4.13 Roughly 234 to 647 parking stalls with design efficiency of 295 square feet per stall. 6.4.14 Pedestrian circulation consists of one elevator with an adjacent convenience/egress stair with an additional stair on the opposite corner or as required to maximize efficiency. 6.4.15 Fully sprinklered as required by local ordinance.
