FA301025R0009, MAHG 25-1003, MAHG251003 Update 15 April 2025: Questions from Pre-Bit Site Visit have been uploaded. Project Title: Repair Chiller 2 and Replace VFD and Cooling Tower 2, Building 4231 Project Location: Keesler AFB - Biloxi, MS The Magnitude of the proposed construction is between $250,000 and $500,000. This acquisition is being issued as a Historically Under-Utilized Businesses (HUBZone) Small Business set-aside. Enter price in Section B. All amendments to this solicitation (if any) must be acknowledged. An organized site visit has been set for 10 April 2025 at 1pm CST. In order to gain access to the base to attend the site visit you must have a valid driver's license/identification card, valid registration for any vehicle you will be operating, and proof of insurance. Specific instructions are identified in 52.236-27 Site Visit (Construction). NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Your attention is directed to Section L for Proposal Preparation and Section M for Evaluation Factors for Award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The contractor shall furnish all equipment, labor, supervision and materials necessary to provide an overhaul and inspection of one existing Trane Chiller (model number CVHF570), replace the chiller's medium voltage variable frequency drive (VFD), and replace cooling tower 2 at B4231 at Keesler AFB. All work is to be performed in accordance with this statement of work and is subject to the terms and conditions of the contract. The Contractor is urged and expected to examine the site and make note of all requirements ofthe work before submitting any proposals. The Contracting Officer (CO) will provide specifications, and documents relevant to this requirement. The Contractor shall be responsible for any errors that might have been avoided by complying with these procedures set forth. Any accessories or incidental items not specifically detailed in the SOW herein, which are necessary and/or required to complete the work within the intent of these documents, shall be included by the Contractor without additional cost to the Government. All work shall be performed in strict accordance with the SOW/Specifications/ Appendices, and subject to the terms and conditions ofthis contract. 3.2.2 Utilities from the work will be provided by the Government unless otherwise noted. 3.2.3 It is anticipated that hazardous material, refrigerant R-123, will be encountered during the course of work. All hazardous material will be handled IAW paragraph 4.4 ofthis SOW. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price. Apart from the Price Proposal, Offeror shall submit proposal files in Microsoft Word 2003 or newer format. Question Deadline 04/25/2025 Written questions or requests for clarification may be sent via email to the 81st Contracting Org box: 81CONS.PKA.Flight@us.af.mil. After RFP release, it is encouraged that any questions or clarifications be submitted within ten (10) days of the RFP release date. The decision whether to respond to questions and requests for clarification submitted after those ten (10) days shall be at the sole discretion of the CO.
