The Total Base Bid shall include all costs for furnishing labor and materials and performing all work set forth in the Contract Documents. The work to be bid upon is described as follows: The construction of a diesel-driven emergency generator with auto-transfer switch and necessary infrastructure for the generator with supporting electrical work to connect the generator to the City of St. Albans Water Treatment Plant switchgear. WEST VIRGINIA CONTRACTOR'S LICENSE In accordance with WV State Code 30-42-12, all prospective Bidders shall include that person's WV State Contractor's License number in the Bid submission. Additionally, all subcontractors shall provide that person's WV State Contractor's License number to the Contractor prior to contract award. Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has valid and current West Virginia Contractor's license on the date of the bid and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. Bids shall be accompanied by a Bid Bond or a certified check in an amount equal to five percent (5%) of the bid to ensure the execution of the contract for which the bid is made. In the case a bid is not accepted, the check or bid bond will be returned to the bidder, but if the bid is accepted and the bidder shall refuse or neglect to enter into a contract with the Owner within 15 days after the time he has been notified of the acceptance of his bid, the said check or bid bond shall be forfeited to the Owner for the failure to do so. No bidder may withdraw his bid for a period of sixty (60) days after closing time scheduled for the receipt of bids. The City of St. Albans Municipal Utility Commission reserves the right to waive any or all informalities and to reject any or all Bids.
