The purpose of this bid is to provide a means for the City to maintain and rehabilitate city streets via on-demand asphalt patching services by others in lieu of in-house patching operations. Work will generally include mobilization, traffic control, planing of existing asphalt (or saw cut and excavate), preparation for and placement of asphalt, and compaction for a smooth riding surface with seamless transitions between new and existing asphalt. Additional information is provided in the attached specifications. The contract with the selected bidder will remain in effect for one year from the date of acceptance by the Winder City Council. If mutually agreed upon by both the City and the contractor at the established bid prices, the contract may be automatically renewed annually for up to three years. The City of Winder reserves the right to waive technicalities, reject any or all bids, and award the contract in the best interest of the City. Individual Task Orders will be issued for each separate project. 5% Bid Bond, Bidder to Provide All bids shall be accompanied by a Required Bid Security in the form of 5% of the Bid Total Price. See attached specifications for the requirements concerning other insurance and warranties. Failure to provide these items may result in a bid determination of "unresponsive", and, therefore rejected. The Base Bid will be awarded based on the Total Cost for base bid items.
