The City of Hartford ("The City"), under the Office of Sustainability ("the OS"), seeks quotations from qualified and experienced Community Organizer(s) (the Consultant(s)) to function as Community Organizers ("the Consultant(s)") to execute education, engagement, and coordination efforts for the Capitol Stewardship Initiative (CFSI). The overarching goal of the CFSI is to encourage urban canopy stewardship among residents and increase the number of residential front yard, backyard, and side-yard tree plantings in neighborhoods with the least canopy cover. The Consultant(s) shall leverage existing partnerships to execute year-round community organization activities. The City of Hartford ("The City"), under the Office of Sustainability ("the OS"), seeks proposals from qualified and experienced Community Organizer(s) (the Consultant(s)) to function as Community Organizers ("the Consultant(s)") to execute education, engagement, and coordination efforts for the Capitol Stewardship Initiative (CFSI). The overarching goal of the CFSI is to encourage urban canopy stewardship among residents and increase the number of residential front yard, backyard, and side-yard tree plantings in neighborhoods with the least canopy cover. The Consultant(s) shall leverage existing partnerships to execute year-round community organization activities that provide opportunities to: o Educate and inform residents about the benefits the urban forest provides. o Establish an intake and referral process for residents interested in receiving a free tree on their property, ensuring efficient installation service. o Facilitate and organize neighborhood-level tree planting events. o Educate and inform residents about tree aftercare to ensure their selected tree survives and support services available to them. Any contract resulting from this solicitation will be awarded to that responsive and responsible firm/organization whose quotation conforms to the solicitation and will most effectively meet the needs of the City. The City will take into consideration the level of effort, technical qualifications, responsiveness to objectives identified under Scope of Services, efficiency, and cost. Selection of a quotation that will serve as the basis of negotiation for the award of the contract will be accomplished in accordance with all State rules and regulations in the formal grant agreement from USDA Forest Service. Question Deadline 04/04/2025 at 2:00 PM ET The City of Hartford reserves the right to reject any or all responses as submitted by this Request for Quotation, and to waive informalities and irregularities, as it deems in its best interest. The initial term of the contract will be one (1) year, beginning in May 2025 and ending in May 2026, with the possibility of further annual extensions until the grant is complete. For the purposes of this Request for Quotations, the strategic plan and goals should cover one (1) calendar year from the start date of the contract. After one (1) year, the Office of Sustainability will review the Consultant(s) progress, determine if timing, goals, and targets need to be realigned. After reviewing the proposed strategic plan for the following year(s), the OS shall decide if it wishes to extend the contract for subsequent years. The method of Contractor Selection has not been Determined at this time.
