The Town of Brighton is soliciting proposals from a firm qualified in historic preservation, architecture, and historical building techniques to generate a Bid Specification and Plan Package for the rehabilitation of twenty historic lime and stone masonry walls and monuments located at six main locations throughout the Home Acres neighborhood, five locations within the Town of Brighton and one straddling the border between the Town of Brighton and the City of Rochester. A location map of the wall locations has been attached as Appendix A. All responding parties must offer a proposal that will meet the scope ofservices, qualifications, and general description of work identified in Section 3 of this Request for Proposal (RFP). The project site consists of wall locations near intersections of Monroe Avenue at Southern Parkway, Highland Avenue at Edgemere Drive, and Elmwood Avenue at Eastland and Westland Avenues within the Town of Brighton and City of Rochester (general location map attached). Ornamental walls were constructed as entrance monuments to the Home Acres neighbourhood in the early 1900s and over time their condition has gradually been deteriorating due to weather, deferred maintenance, and vandalism. A survey was conducted by Bero Architecture in 2022 to assess the current condition of these walls and recommend maintenance protocols. This report is attached as Appendix B, and it should be used by the selected consultant to inform the generation of the bid documents and ensure that future maintenance is conducted in accordance with best practices for longevity regarding the historical construction techniques that were used to build them. The Client is the Town of Brighton. Brendan Ryan shall be the main point of contact for this proposal. The selected firm shall produce a Bid Document Set (Plans and Specifications) that is satisfactory and complete for publication and potential procurement of a competitive bid to the Town under New York State guidelines. The package must include detailed performance standards and materials, applicable detail drawings, and Labor specifications for proper repair of all specified walls in accordance with the report by Bero Architecture. The proposing firm should conduct a site visit to all wall locations prior to preparation of the bid package. The firm is to verify that existing wall conditions have not changed significantly and the general current conditions meet the descriptions indicated in the Bero Architecture report. Within 30 days of the award of the contract, the selected firm shall provide a memorandum to the Town with updated wall conditions, additional repair/restoration recommendations, and cost estimates (as applicable) if any further work is recommended at that time. The awarded firm will provide a draft set of Bid Documents for the Town to review and comment. Upon completion of the review process, the awarded firm shall provide one (1) electronic copy in PDF format of the final Bid Document Set to the Town of Brighton. The Town will provide standard front-end specifications and the applicable Prevailing Wage Rate Table for inclusion in the bid package. The selected firm will provide construction inspection services. As these monuments have historical significance, the firm should be well versed in historic preservation and the construction materials and methods necessary for the proper long-term maintenance of the features. Responding parties are responsible for reporting any errors, omissions, or ambiguities found in this RFP. Any inquiries sent after that time will not receive a response. Interpretations or clarifications considered necessary will be included as part of an Addendum to this RFP and distributed to all known potentially responding parties via email no later than 5pm on March 25, 2025. No direct contact, other than the above stated Request for Information process, shall be allowed between responding parties and any Town employee or official unless permission is specifically authorized in writing by the Town of Brighton. Prohibited contact may be grounds for disqualification. Requests for extension of the submission date or time will not be granted. Allow ample delivery time to ensure timely receipt of any mailed proposals. It is the sole responsibility of the proposer to ensure that their proposal is received by the Town of Brighton prior to the specified date and time. Late proposals will not be considered. After the contract has been executed by both parties, the Town of Brighton will issue a Notice to Proceed letter. The Town reserves the right to accept or reject any and all proposals if it determines it is in the best interest of the Town. The Town reserves the right to: (i) refuse any and all proposals in part or entirely; (ii) disregard all nonconforming, nonresponsive, or conditional proposals; or(iii) waive any or all informalities. The Town may negotiate a contract with a selected responding party or multiple responding parties.
