Estimated Contract Value: $500,000.00 This contract consists of a base bid and three (3) alternates in Upper Southampton Township. The base bid includes full depth 1 1/2 inch milling, base repair, leveling, and wearing course overlay on eleven (11) roadways in Upper Southampton Township. Alternate #1, 2 and 3 includes full depth 1 1/2 inch milling, leveling, and wearing course overlay on Kendall Ct, Gregory Drive and Provident Rd. Each bid shall be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to the Township of Upper Southampton along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder. The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment, and Maintenance in such form as meets the approval of the Township of Upper Southampton and having as security thereon such Surety company or companies as are approved by the Township of Upper Southampton. No pre-bid meeting will be held for this project. Only pre-qualified PADOT prime contractors will be accepted for this contract. This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act as amended, and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids. The Township of Upper Southampton reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informality in the bids. The Township of Upper Southampton reserves the right to increase or decrease any or all of the quantities of work or to omit any of them, as it may deem necessary and such increase or decrease of the quantities given for any of the items shall not be considered as sufficient grounds for granting an increase in the unit prices bid. This contract consists of a base bid and three (3) alternate bids. The base bid includes full depth 1 1/2 inch milling, base repair, leveling, asphalt tack coat, joint sealing and 1- 1/2 inch WMA wearing course along Pickering Road, Melrose Ave, Nancy Drive, Buckridge Circle, Longfield Road, Fawn Drive, Rose Valley Road, Charles Street, Marian Ave, Hogeland Road (Davisville Road to Whitney Road), and Marigold Ave (East Maple Drive to 1255 Marigold Ave). Alternate #1 includes full depth 1 1/2 inch milling, base repair, leveling, asphalt tack coat, joint sealing and, 1- 1/2 inch WMA wearing course, on Kendall Court. Alternate #2 includes full depth 1 1/2 inch milling, base repair, leveling, asphalt tack coat, joint sealing and, 1- 1/2 inch WMA wearing course on Gregory Drive. Alternate #3 includes full depth 1 1/2 inch milling, base repair, leveling, asphalt tack coat, joint sealing, and 1- 1/2 inch WMA wearing course on Provident Road. Asphalt materials shall be based on PennDOT's APRIL 2025 Asphalt Price Index. The Work of this Section Includes: a. Asphalt paving of roadways b. The work under this Section shall consist of the application of Warm Mix Asphalt (WMA) binder course, WMA base repair, WMA asphalt tack coat, leveling or scratch coat, WMA wearing course and pavement markings as indicated on plans and as directed by the engineer and in accordance with these specifications, and will generally consist of, but not limited to, the following: i. Installation of WMA binder course ii. Tack coat application iii. Installation of leveling course, as directed by Engineer iv. Application of WMA asphalt wearing course. Sealing of curb, inlets, manholes, valves and pavement joints. This work is the assembly and set-up of the facilities required to comply with the contract and with local and State laws and regulations. Facilities include storage areas, and sanitary or other facilities. This work includes obtaining the required permits, insurance, bonds, and any other initial items required for the start of the work. A. These requirements provide for a price adjustment, in the form of a payment to Contractor or a rebate to Owner, for fluctuations in the cost of asphalt cement used in the asphalt materials placed as part of the construction work specified in PennDOT Publication 408, Section 110.04. Applicable contract items include any asphalt materials specified in Section 110.04 of Publication 408. B. These price adjustment provisions apply only to projects where more than 100 tons of asphalt cement, including asphalt cement residue contained in emulsions or cut backs, will be used in the asphalt materials specified or indicated for placement. The Pennsylvania Department of Transportation posts monthly index prices for asphalt cement (PG 64s-22) using price data obtained, on the last Wednesday of the preceding month, from a survey of producers who do business in Pennsylvania.
