Multiple Award Indefinite Quantity/Indefinite Delivery (IDIQ) contracts with design/build capabilities are being solicited for construction services in West Virginia and select counties in Western Virginia. The contracts are set aside for small businesses and will include a guaranteed minimum of $2,500 for the base year, with a maximum aggregate order limitation of $20 million across all awarded contracts. Individual task orders will typically range from $250,000 to $3.926 million, though smaller or larger orders may be issued. Work may include general office renovations, repair and alteration, mechanical and electrical modernization, roof and exterior renovations, waterproofing, and design/build services, particularly in occupied buildings. Offerors must submit both price and technical proposals, with technical factors significantly more important than price. Evaluation criteria include prior experience, past performance, and a management plan detailing the contractors approach to handling multiple projects simultaneously, managing subcontractors, and ensuring minimal disruption in occupied buildings. Proposals must include bonding capacity of at least $3 million per project, and joint ventures must provide detailed agreements and certifications. The government intends to award 3-5 contracts based on best value, and proposals are due by October 3, 2025. The estimated price range for the Sample project is between $500,000 and $1M. The Government will attempt to answer all requests for clarifications or interpretations of the Solicitation Documents prior to the date set for receipt of offers, but do not warrant that all such requests will be answered within 15 calendar days. Prospective Offerors should make such requests not less than 15 calendar days prior to the date set for receipt of offers. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
