Scope of Work The project involves development of a regional transportation systems management and operations (TSMO) plan for the Madison, Wisconsin Metropolitan Area that creates a road map for implementation of an integrated system of TSMO, including intelligent transportation systems (ITS), and other technologies and strategies to enhance the efficiency, safety, and sustainability of the transportation system and achieve other goals identified in the MPO's Connect 2050 regional transportation plan. The plan will build off the MPO's 2016 Regional Intelligent Transportation Systems (ITS) Strategic Plan for the Madison Metropolitan Area and should facilitate cross-jurisdictional integration of TSMO activities. The plan will help establish the need for TSMO investments in the region, identify relative priorities to direct TSMO investment, and identify specific projects to be deployed to meet identified needs. It will also establish a framework for ongoing, coordinated multi-agency efforts to ensure TSMO strategies implemented in the region are integrated and complementary. It is expected that the consultant will attend and make presentations at regular virtual or in-person meetings of the staff advisory committee, conduct workshops with stakeholders in the region, and make presentations at meetings of the MPO Technical Coordinating Committee, MPO Policy Board, and a meeting of the City of Madison Transportation Commission. The scope of services involves the general tasks described below. It is expected that the Consultant selected for this project will have a high level of experience performing similar work. Respondents should build on these tasks, identifying more detailed sub-tasks, and are free to suggest additions and/or modifications to the tasks included within this scope as deemed appropriate given the project purpose and budget. The total anticipated budget for the project is $180,000. Respondents must propose a detailed scope of work describing individual work tasks and sub-tasks, and summarizing the work products and deliverables associated with each task. The tasks, deliverables, and personnel and budget assigned to them must be clearly identified. There is some flexibility with the project timeline, but the goal is to complete all work defined in this scope within 14 months of the Consultant being given notice to proceed. Task 1: Project Management Plan (PMP) Based on consultations with MPO and the staff advisory committee, the Consultant shall prepare a detailed Project Management Plan for the project. The PMP will refine the contract scope of work and be used to guide and monitor the project. The PMP will specify roles and responsibilities of the Consultant and other project participants, identify major project milestones, specific work task/sub-tasks and review/comment points, and provide a detailed schedule of work with all major deliverables and meetings. The PMP should also include a stakeholder involvement and public outreach plan. The plan should be in accordance with, and utilize outreach techniques described in, the MPO's 2021 Public Participation Plan and include a description of the methods used to involve stakeholders in the project. The plan should show how the stakeholder involvement and outreach relate to the various project work tasks and be integrated into the project timeline. The Consultant is expected to arrange and participate in, all workshops and other outreach meetings, and to document feedback obtained and responses to that feedback at the events. Regional TSMO stakeholders include: Wisconsin Department of Transportation (WisDOT) Southwest Region; WisDOT Bureau of Traffic Operations/State Traffic Operations Center; WisDOT Bureau of Planning; City of Madison Department of Transportation; City of Madison Traffic Engineering Division (TE); Dane County Highway and Transportation Department; local public works departments; Metro Transit; Wisconsin and Dane County Emergency Management; Dane County Sheriff's Dept.; Dane County Public Safety Communications (911) Center; City of Madison and other local police departments; University of Wisconsin-Madison Transportation Services; Wisconsin Traffic Operations and Safety (TOPS) Laboratory; and Federal Highway Administration - Wisconsin Division. Task 2: TSMO Guide The Consultant shall develop a general TSMO guidance document containing the following sections: 1. Benefits of TSMO: describing the benefits of TSMO solutions including roadway safety, climate change, and mobility. 2. Best practices: detailing general TSMO/ITS best practices, with a particular focus on the areas of equity/environmental justice and data governance (data sharing, open data standards, Vehicle-toeverything (V2X) standards and opportunities, cyber security, etc.). 3. ITS/TSMO deployment guide: identifying appropriate TSMO solutions for different situations. 4. Funding sources: providing a review of potential funding sources, including the types of projects that can be funded, the process and likelihood of securing funding, eligibility requirements, and other relevant information. The Guide will form a foundation for later tasks and should provide readers with a basis for determining the potential applicability of TSMO solutions to potential future issues. Task 3: Preparation of TSMO Vision, Goals, Objectives, and Performance Measures The Consultant shall work with the staff advisory committee to develop a TSMO Strategic Plan vision, goals/objectives, and performance measures, including targets, that build on the measures in the MPO's regional transportation plan and congestion management process. Task 4: TSMO/ITS Infrastructure Inventory Analysis The Consultant shall conduct an existing conditions/inventory analysis describing and mapping existing City of Madison, Metro Transit, WisDOT, Dane County, and other agency TSMO/ITS infrastructure as well as any currently planned TSMO/ITS elements by these agencies. City of Madison and MPO staff will provide available data to the Consultant. Task 5: Needs Assessment The Consultant shall conduct a needs assessment based on the TSMO vision and goals/objectives and inventory analysis to identify potential uses for ITS/TSMO technology by the various TSMO stakeholder agencies. Needs should be categorized by functional area. These should include but not be limited to traffic operations/management, incident management, public transit management (operations, electronic payment, etc.), traveler information, parking management (city facilities), emergency management, maintenance and construction, roadway winter maintenance, infrastructure for bicyclists and pedestrians, safety, communications, and data management. Task 6: Regional ITS Architecture Update The Consultant shall update the Madison Regional ITS Architecture, ensuring consistency with the Wisconsin Statewide ITS Architecture and federal requirements. Building on the TSMO/ITS Infrastructure Inventory Analysis developed in Task 3, the architecture update should clearly identify stakeholders and their roles and responsibilities related to existing and planned TSMO/ITS infrastructure. The Regional ITS Architecture should be updated in close cooperation with City of Madison TE, WisDOT, and with input from other stakeholders. The Consultant should identify/develop appropriate ITS standards and address the use of the architecture as part of the planning and project development and implementation process. Task 7: Regional TSMO/ITS Operational Framework Evaluation and Update The Consultant shall evaluate the state of TSMO/ITS integration in the metropolitan area and identify ways to improve inter-agency communication, cooperation, and coordination. As with the Architecture Update, the Operational Framework Evaluation and Update should allow stakeholder agencies to understand how each operates, how they interact with one another, and how their TSMO/ITS elements can be better leveraged to help each agency achieve its mission. Task 8: Regional TSMO/ITS Deployment Plan The Consultant shall develop a TSMO/ITS Deployment Plan, which establishes planned TSMO/ITS project/program and strategy deployment for the different agencies in the region in near (5 year), midterm (5-10 years), and long-term (10-20+ years) periods. The prioritized projects/programs should be based on evaluation criteria developed based on the ITS goals, objectives, and performance measures. For each of the projects/programs included in the deployment plan, the plan should include a project/program description, capital and O&M cost, primary implementing agency, expected benefits, and other comments or considerations for the project/program. Maps should be developed showing the location of proposed TSMO/ITS infrastructure, including cameras, message signs, signals, weather stations, fiber, real-time transit arrival signs, potential transit signal priority corridors, traffic detection devices (auto, bicycle, pedestrian), and connected vehicle and other Smart City devices. The deployment plan should address how the plan is consistent with the federal ITS architecture conformity and systems engineering requirements. It should also address considerations such as the need for inter-agency agreements, funding sources, and the operations and maintenance of ITS applications (including staffing and facility space issues). The plan should include all of the considerations necessary for fostering TSMO/ITS implementation and supporting the regional TSMO/ITS scheme. This includes outreach, financial considerations (including funding sources and procurement methods), staffing, integrating TSMO/ITS into the regional transportation planning process, and the general approach to TSMO/ITS project/program planning and implementation.
